Téma práce bylo zvoleno na základě debat evropských politiků, které probíhaly na konci roku 2005 v souvislosti sjednáním o přijetí finančního výhledu Evropské unie pro roky 2007-2013. Při zasedáních se rozhovory často stáčely к témuž tématu - britský rabat a zemědělské dotace z rozpočtu EU. Předložená práce by měla přinést analýzu různých přístupů к otázce britské refundace. Měla by porovnat postoje britských politiků, politických stran a veřejnosti к této zvláštnosti. Dále by práce měla rozebrat, a na primárních pramenech doložit, snahu Evropské unie o vyřešení otázky opravných mechanismů. Jedna kapitola by měla analyzovat přístup ministerského předsedy к dané problematice během britského předsednictví v roce 2005 a jednání o nové finanční perspektivě. Blairův vztah к rabatu by měl být zkoumán na základě jeho projevů a přepisů tiskových konferencí. Závěrečná část práce by měla přinést kvalitativní analýzu korespondence s evropskými politiky, kteří byli dotazováni na své názory na britskou refundaci a její budoucnost. Práce by měla být ukončena výhledem na možnosti řešení otázky opravných mechanismů v budoucnu. Celá práce by měla pojednávat spíše o politickém dopadu britského rabatu, než o ekonomickém. Cílem je zjistit, nakolik se v případě rabatu jedná o politický tah, který má Británii zlepšit její... This thesis deals with the problem of British attitude towards European integration. The relationship between the United Kingdom and the European Union is described via the existence of a phenomenon of British European budget rebate. The budget rebate is a British reduction in price of the cost of contribution annually sent to the common European Union's budget. It was won by the Prime Minister Margaret Thatcher in Fontainebleau Summit in 1984. The main reason for giving Great Britain this privilege was the fact that the UK was one of the biggest net contributor to the budget. On the other hand, the UK received too little from the budget because it had only a small agricultural sector. The European budget was aimed primarily for subsidising the European farmers. The UK's annual VAT-based contribution to the European budget is reduced according to a formula first set out in the Fontainebleau Agreement. This reduction is equal to 66 % of the difference between what the UK pay for the EC budget and the receipts, which the UK gets back. But, the rebate applies only as for spending within the EU and the British contribution is calculated as if the budget were financed only by VAT.
