[cze][eng] Závěr Roku 1993 na světové konferenci v Rio de Janeiru a následně v roce 1997 v Kjótu světové společenství prokázalo, že se dokáže shodnout na potřebě přijetí účinných opatření v reakci na globální environmentální hrozbu - podobně jako panovala široká shoda při řešení problému ochrany ozónové vrstvy Země. V případě omezování látek poškozujících ozónovou vrstvu však byla situace o mnoho jednodušší především díky tomu, že za regulované látky existují široce dostupné náhrady a přechod na ně nečinil v praxi závažné problémy. Podařilo se tak výrobu některých z nich zcela zastavit, u jiných alespoň výrazně omezit na případy, kdy není náhrada není dostupná (např. ve zdravotnictví). Výraznější omezení produkce skleníkových plynů pocházejících z lidské činnosti, a zejména oxidu uhličitého, je naproti tomu zřejmě mnohem složitější úkol. Skleníkové plyny jsou produkovány v širokém okruhu nejrůznějších hospodářských odvětví - od zemědělství přes průmysl a energetiku až po dopravu - a je obtížné nalézt pro jejich provozování nějakou - z hlediska emisí skleníkových plynů příznivější - alternativu a přitom tyto činnosti samotné příliš neomezit. Již při projednávání textu Rámcové úmluvy o změně klimatu se projevily rozdílné postoje a zájmy jednotlivých států a jejich skupin. It threatens not only the environment but also economic and social stability - global as well as local. Higher temperatures, rising sea levels, more frequent storms, floods, droughts and heat waves are already visible today. The basic principle of so called global warming consists in the fact that greenhouse gases release solar radiation to the ground, while they absorb and emit heat radiated by the Earth, consequently warming up both the lower layer of the atmosphere and the Earth's surface. The significance of the greenhouse gases production from human activities (esp. energy production, industry, transport and agriculture) is subject to ongoing dispute, because there is also the natural greenhouse effect that occurs naturally on Earth. However, current scientific knowledge has proven that human activity does have an impact on the Earth's climate. Given that greenhouse gasses are emitted regardless of the state lines and that the adverse effects of climate change are also global, it's obvious that international cooperation is necessity.
