Hlavním cílem této diplomové práce je nastínit úlohu Evropského sociálního fondu v rámci vzdělávání dospělých a popis projektů financovaných z operačního programu Rozvoj lidských zdrojů, v rámci "starého" programového období 2005- 2008, realizovaných na Ministerstvu pro místní rozvoj a jejich následná evaluace. Práce vychází z konceptu společnosti vědění a vzdělávání. Zabývá se úlohou vzdělávání dospělých a rozvojem lidských zdrojů. Evropský sociální fond je zde popsán z hlediska podpory cestovního ruchu, kterého pracovníci tvoří velkou část populace zaměřenou na služby. V odvětví cestovního ruchu působí kromě několika velkých podniků především malé a střední podniky. Tyto nejsou schopny z hlediska finanční náročnosti vzdělávat své pracovníky a současná finanční krize tomu nepřidává. Samozřejmě to neplatí pro všechny. V rámci vzdělávání je však cestovní ruch dlouhodobě podceňován. Cestovní ruch poskytuje pracovní příležitosti pro přibližně 59 tisíc osob samostatně výdělečně činných a 181 tisíc zaměstnanců. Výstupem této práce je vyhodnocení úspěšnosti projektů realizovaných na Ministerstvu pro místní rozvoj České republiky a financovaných Evropským sociálním fondem a státním rozpočtem v rámci "starého" programového období včetně popisu silných a slabých stránek této evaluace. The main aim of this diploma thesis is to outline the role of the European Social Fund in the frame work of further education. This thesis is based on the concept of society of knowledge and education. It deals with the role of further education and development of humans resources. The European social fund is described here from the point of view of the tourism industry whose employees represent a large portion of the population working in the services. It further describes projects implemented by the Ministry for Regional Development in the framework of the Program Development of Human Resources for the sphere of tourism industry within the period of 2005 - 2008. In the tourism sector besides a few of large companies there are active mainly medium to small sized enterprises. These are generally unable because of high financial requirements to train their own employees and current crises does not make it any easier. However, the travel industry has been always underestimated in further education. It is the travel industry that offers job opportunities for 59 0000 self employed persons and 181 000 employees. The output of this thesis is the evaluation of projects realized by the Ministry for Regional Development and financed by European Social Fund and co financed by the State Budget within the "old"...
