Společná zemědělská politika (Common Agricultural Policy, CAP) má v Evropské unii (EU) jedinečné postavení. Je tomu tak z mnoha důvodů. Patří mezi první společné politiky, jež byly rozvíjeny od počátku integračního procesu. CAP tak náleží přední místo mezi příklady nejpokročilejší harmonizace a unijní regulace. Drží také primát v objemu finančních prostředků, jež jsou na její "provoz" vyčleněny ze společného rozpočtu EU. Žádná jiná politika nespotřebovala tolik jako CAP. V souvislosti s tím je ale zarážející, že CAP představuje pouze 2 % HDP EU 12a absorbuje 4,3 % pracovní síly.1 Dotace spojené s produkcí a ochrana trhu byly příčinou přebytků, nezanedbatelných poškození životního prostředí a malé konkurenceschopnosti na světovém trhu. Přičteme-li k tomu ještě výtky Světové obchodní organizace (World Trade Organization, WTO), že vývozní dotace narušují prostředí na světovém trhu, nutnost reagovat na rozšíření EU o země středovýchodní Evropy a požadavky na větší ochranu životního prostředí, dostáváme výčet zdůvodňující snahu o reformu CAP. Historie ale jasně prokázala, že reforma CAP není vůbec jednoduchou záležitostí. V minulosti se jednalo spíše o dílčí kroky přinášející jen částečné výsledky. Teprve reforma navržená Komisí v Agendě 2000 může být pokládána za hlubší zásah do struktury CAP. Další vývoj... The main topic of this diploma thesis is the recent reform of the Common Agricultural Policy of the European Union (CAP). The second topic is the agricultural negotiations in the framework of the World Trade Organization (WTO). Last but not least, the question of the influence of the negotiations in the WTO on the CAP reform is discussed. The first chapter concerns with the details of the process of the CAP reform and it also shows the main differences between the previous forms of the CAP and reformed one (e.g. the reforms to the intervention mechanism). Secondly, this chapter includes the description and the analysis of the fundamental key elements of the new CAP - the single farm payment (SFP), cross compliance, modulation and rural development. It is expected that the SFP brings visible and necessary changes in the financing of the CAP. The SFP decouples the payments and production. In the future farmers make decisions firmly according to the situation on the market. There is no more any incentive for the production. Full decoupling was an ideal presented by the European Commission. Member states, however, decide to maintain a proportion of direct aids to farmers in their existing form.
