Cílem práce je zpracovat problematiku týkající se národní politiky systému hlášení leteckých nehod a incidentů s využitím databázového systému ECCAIRS v porovnání s dostupnými informacemi ze zahraničí a vytvoření možných návrhů řešení problematiky systému hlášení leteckých nehod a incidentů v České republice. Předložená práce je zaměřena na rozbor současného stavu jak po stránce teoretické, tak i praktické, s využitím dostupných předpisů, a to na jedné straně formou komunikace s odpovědnými pracovníky v dané oblasti, na straně druhé byl vytvořen praktický dotazník týkající se dané problematiky, který byl odeslán na odpovědná pracoviště v zahraničí. Na základě informací shromážděných pomocí daného dotazníku byla vypracována analýza a porovnání stavu v zahraničí s existujícím situací v České republice. Při zpracování práce byl jako podklad využit předpis L13, články publikované ECCAIRS. The thesis objective is to analyze existing situation concerning reporting of the aviation accidents or incidents in national level and according the outputs from the analyses to develop recommendations, how database system ECCAIRS can by used for reporting on the national base. The focus of the thesis is investigation and evaluation of the existing national situation / from theoretical point of view and practical point of view/ and develop recommendation. As source of the investigation ware used existing legislation documents and foreign experience. For collection of the foreign experience was designed special type of questioner. The questioners ware distributed to the pre-selected number of authorities represented pre-selected states. During all process of analysis and investigation situation was discussed with local Czech authorities too. International law / ICAO Annex 13 of the Chicago Convention and EU Directive 94/56 / ware considers as one of the basic sources for the information.
