Organizace školství byla od 1774 v rukou státu, který se snažil pojistit a obhájit svůj nárok na řízení této oblasti a vytvořit prostřednictvím školy podmínky k civilizačním změnám v éře modernizace. Organisation of education remained from 1774 in the hands of the state, which tried to justify its right to control and manage this sector and to create, through schools, conditions for cultural changes in the era of modernisation.
