Bakalářská práce se zabývá současným systémem financování vysokých škol v České republice. Cílem práce je na základě komparace českého systému s vybranými systémy zemí OECD (Slovenskou republikou, Velkou Británií a USA) vytvořit doporučení pro zefektivnění financování vysokého školství v ČR. Teoretická část popisuje základní teoretická východiska financování vysokých škol, různé systémy financování vysokého školství s uvedením jejich základních charakteristik a identifikací odlišností jednotlivých systémů, přičemž hlavní pozornost je věnována českému systému financování vysokých škol. Obsahem praktické části je prezentace výsledků komparativní analýzy relevantních ukazatelů OECD ve sledovaných systémech s poukazem na jejich silné a slabé stránky. Výsledky studie ukazují, že za největší slabiny současného systému financování vysokých škol lze považovat: 1) vysoký podíl prostředků z veřejných zdrojů a naopak velmi nízký podíl prostředků ze zdrojů soukromých; 2) velmi nízkou podporu studentům z veřejných zdrojů. Naopak silnou stránkou českého systému je podíl výdajů na výzkum a vývoj v terciárním vzdělávání. Nevýhody systému financování se zavedeným školným se projevují zejména ve Velké Británii zvýšeným rizikem enormního zadlužení studentů a zatížení veřejných rozpočtů spočívající v nutnosti umoření nesplacených půjček studentů. Na základě získaných poznatků jsou v závěru představena avizovaná doporučení. This Barchelor thesis deals with the current system of funding universities in the Czech Republic. The main goal of thesis is find out or create some improvement proposals of universities funding in Czech Republic. These proposals are based on comparsion of education systems (US, Great Britain and Slovak Republic). The theoretical part describes fundamental theoretical aspects university funding, different systems of university funding, indicating their essential characteristics and identification of differences of systems. The main attention is paid to the system of university funding in Czech Republic. The practical part is a presentation of the results of a comparative analysis of relevant OECD indicators in these funding systems - with reference to strengths and weaknesses. Results of the study demonstrate that for the main weaknesses of of the current system university funding can be considered: 1) the high proportion of public funds and on the other side - very low proportion of of funds from private sources; 2) very low support for students from public funds and on the other side strengths of czech systém is the share of expenditures on R & D in tertiary education. Disadvantages of the system with tuition fees at public universities are reflected in Great Britain. Students in GB are faced to the higher risk because of fees and their debts means burden on public finances due to pay off student loans. (In conclusion, recommendations are shown)
