[slo][cze][eng] Je významné postavenie štrukturálnych fondov v štruktúre výdavkov rozpočtu EÚ adekvátne? Hlavným cieľom práce je analyzovať význam a potenciál štrukturálnych fondov EÚ, so zameraním sa na ich úlohu od začiatkov ekonomickej integrácie Európskeho spoločenstva až po súčasnosť, a tým zodpovedať na vyššie položenú otázku. Diplomovú prácu tvorí päť kapitol. Prvá kapitola sa venuje historickej genéze rozvoja štrukturálnych fondov v troch etapách paralelne s prehlbovaním a rozširovaním európskej integrácie. Druhá kapitola je zameraná na analýzu ekonomických aspektov pôsobenia štrukturálnych fondov. Skrytému potenciálu štrukturálnych fondov je venovaná tretia kapitola. Obsahom štvrtej kapitoly je prípadová štúdia a komparácia pôsobenia štrukturálnych fondov vo Francúzsku a v Českej republike. Piata kapitola sa venuje budúcemu programovému obdobiu 2014-2020. Na záver, na základe zistení z minulého vývoja štrukturálnych fondov, empirických skúseností ich pôsobenia v dvoch krajinách - Francúzska a Českej republiky a v kontexte súčasnej hospodárskej situácie a euroskepticizmu, prognózujeme budúci význam štrukturálnych fondov v procese európskej integrácie a ich udržateľnosť.Je významné postavení strukturálních fondů ve struktuře výdajů rozpočtu EU adekvátní? Hlavním cílem této práce je analyzovat význam a potenciál strukturálních fondů EU se zaměřením na jejich úlohu od počátku ekonomické integrace evropského společenství až do současnosti, čímž se práce snaží zodpovědět výše položenou otázku. Diplomovou práci tvoří pět kapitol. První kapitola se věnuje historické genezi rozvoje strukturálních fondů ve třech etapách paralelně s prohlubováním a rozšiřováním evropské integrace. Druhá kapitola je zaměřena na analýzu ekonomických aspektů působení strukturálních fondů. Skrytému potenciálu strukturálních fondů se věnuje kapitola třetí. Obsahem čtvrté kapitoly je případová studie a komparace působení strukturálních fondů ve Francii a v České republice. Pátá kapitola se zabývá budoucím programovým obdobím 2014 -- 2020. Na závěr, na základě zjištění získaných z analýzy historického vývoje strukturálních fondů, empirických zkušeností s jejich působením ve dvou zemích -- Francii a České republice -- a v kontextu současné hospodářské situace a euroskepticismu, přinášíme prognózu budoucího významu strukturálních fondů v procesu evropské integrace a jejich udržitelnosti.Is the significant role of the structural funds in the EU budget appropriate? The main goal of the thesis is to analyze the role and potential of the EU structural funds with a special focus on their use since the beginning of the economic integration of the EU until today and to answer the question raised. The thesis consists of five chapters. The first chapter describes the historical evolution of the structural funds in three phases in parallel with the deeper integration and extension of the EU. The second chapter is focused on the analyses of economic aspects of the structural funds. Research on possible improvements of the structural funds is presented in chapter three. Chapter four compares the structural funds management between France and Czech Republic. Chapter five provides insights into the upcoming 2014-2020 programming period. Based on the outcomes of the past evolution of the structural funds, empirical experience of their usage in France and Czech Republic and in the context of the current financial crisis and rising euroscepticism, we predict the future evaluation and priority of the structural funds in the process of European integration
