Následuje oddíl věnovaný vývoji bytové politiky, jejím nástrojům a cílům. Další části jsou již zaměřeny na konkrétní historické etapy počínaje Rakouskem-Uherskem, kdy stát poprvé významněji zasáhl do oblasti bydlení, přes období I. Světové války, dále do meziválečné doby, II. světovou válku, etapu socialismu a dále do období transformace. Pro potřeby analýzy jsou využity dobové legislativní prameny, statistická data a zdroje zabývající se historickým vývojem ČR.The aim of this thesis is to analyze the historical development of housing policy since the end of the 19th to the late 20th century in the Czech Republic and its influence on the development of the housing capacity.
