[cze][eng] Diplomová práce analyzuje možná rizika, která mohou ohrozit zdravotnické zařízení Dětské centrum Plzeň. Právní vymezení tohoto Centra je v současné době komplikované. Výsledkem práce bude analýza rizik a zpracovaná havarijní dokumentace, kterou Dětské centrum Plzeň využije v praxi a zahrne do své dokumentace.Cílem práce bylo analyzovat rizika z dostupné dokumentace, pomoci sběru dat na základě těchto informaci zpracovat havarijní dokumentaci pro zařízení a vypracovat pomocný materiál pro personál zdravotnického zařízení. Celá práce je rozdělena do několika částí. V teoretické části jsou zpracovány podklady pro zpracování části praktické. Zabývám se zde základními pojmy IZS, které budou poté zmiňovány v části s výsledky. Dále je v teoretické části popsána podobně analýza rizika a dostupné metody analýzy, které mohou být využity. Ve své práci jsem využila analýzu KARS, která určila prioritní rizika, a analýzu SWOT, díky níž jsem zjistila silné a slabé stránky, které jsem potom využila při hodnocení v diskuzi. Poslední kapitolou teoretické části jsou informace o péči o děti do 3 let v ČR. Tato oblast je stále choulostivým tématem, protože zařízení nejsou sjednocena, mají různý status a různé zřizovatele. Při zpracování práce jsem postupovala faktografickoanalytickou metodou. Pracovala jsem s dostupnou dokumentací, literaturou a s různými mapovými portály.Nutné bylo zhodnotit také legislativu. Při zpracování práce byla nutná komunikace jak s odborníky, tak hlavně se zaměstnanci DC Plzeň, aby se dokumentace přizpůsobila jejich potřebám. Další částí diplomové práce je výzkum. Na začátek bylo důležité přesně charakterizovat území, na němž se DC nachází, protože z této charakteristiky vyšly jednotlivé hrozby. Poté byla důležitá práce s havarijní a krizovou dokumentací ORP Plzeň, z níž bylo vybráno několik zdrojů MU a krizových situací, které by měly dopad na fungování zařízení a byly aplikovány za objekty DC Plzeň. Tyto hrozby byly podrobně popsány a zaneseny do analýzy KARS. Analýzu KARS bylo nutno přizpůsobit na míru objektu. Po určení prioritních rizik a jejich souvislosti jsem pomocíSWOT analýzy identifikovala slabé stránky a hrozby, které nemohly z havarijní a krizové dokumentace vyplynout, protože hovoří o rizicích plošně. Ze SWOT analýzy vyplynuly konkrétní faktory, které je třeba v rámci havarijní připravenosti DC zlepšit.Tyto faktory jsou rozebrány v diskuzi.Po sestrojení analýzy bylo nutné stanovit návrh řešení identifikovaných rizik.Muselo být bráno v úvahu to, že vzniklé MU bude řešit primárně personál a tomu muselo být řešení přizpůsobeno. Z HP a KP ORP Plzeň vyplynulo 8 rizik, které ohrožují obě budovy objektu a které nebyly do této doby téměř vůbec řešeny. Další rizika byla stanovena v následných analýzách pro každou budovu DC zvlášť.Pro shodné MU byly navrženy totožné návrhy řešení, protože to situace umožňovala.Specifická řešení byla navržena zvlášť pro jednotlivé části zařízení. Přílohou práce je havarijní dokumentace DC Plzeň, která obsahuje zpracovanou dokumentaci kontrolní seznamy na vybrané MU pro personál na doplnění stávající dokumentace. Rizikem s největší prioritou je výpadek elektřiny, který by ovlivnil řadu dalších subsystémů v zařízení. Řešením je zakoupení náhradního zdroje elektřiny. Ukázalo se,že výhodou je v tomto případě rozdělení budov (Na Chmelnicích a Partyzánská).Překvapením je, že budova DC Plzeň Partyzánská není zahrnuta do zájmové zóny pivovaru Plzeňský Prazdroj.The thesis analyses the potential risks threaten the health facility Children´s Center Pilsen. The legal definition of this Centre is currently complicated. The result of this thesis is risk analysis and emergency documentation witch the facility will be used in practice and include it in its documentation.The aim was to analyze the risks from the available documentation, by collecting data to process emergency documentation for Children´s Center and develop the auxiliary material for staff of the medical facility.The thesis is divided into several parts. The theoretical part presents the basis for preparation of the practical part of thesis. I deal with the basic concepts of the IRS,which will be mentioned in the practical part of thesis. The theoretical part describes similar analysis of the risks and the available methods of analysis than can by used.I used KARS analysis which identified priority risks and SWOT analysis through which I discovered strengths and weaknesses, which I used in the evaluation of the discussion. The last chapter is about caring for children up to 3 years in Czech republic. This area is still a delicate topic, because this facilities are not unified and have different status and founder. I progressed factual-analytic method during processing this thesis. I have worked with the available documentation, literature and various mapping portals. It was also necessary to asses legislation. It was the necessary communication with experts and especially the employees DC Pilsen and adapted the documentation to their needs.The next part of this thesis is research. It was important to accurately characterize the area in which the Center is because of this characteristic appeared individual threats. The second step was work with emergency and crisis documentation of Pilsen which were selected from several sources incidents and crisis situations that would have an impact of the functioning of Children´s Center. That treats were applied on Center and have been described in detail and recored in the analysis KARS. It was necessary to adapt KARS analysis to the object. After the identification of priority risks and their connection I used SWOT analysis for identifies weaknesses and threats that can not arise from emergency and crisis documentation. This threats can not arise because the crisis documentation of city talks about the risks across the board. The SWOT analysis has resulted specific factors to be considered in the context of emergency preparedness Center improvement. This factors are discussed in the debate. After constructing the analysis was necessary to provide the proposal subsequent measures identified risks. It had be taken into account that the resulting incidents will address primarily the staff and it had to be adapted solutions. It showed 8 risks which threaten both building and which were until now not addressed. Another risks was determined in subsequent analysis for each building of Center separately.For the same incidents were proposed identical proposals because it allowed the situation. Specific solutions were proposal especially for the individual parts of the facility Annex thesis is emergency documentation Children´s Center Pilsen which includes prepared checklists on specific incidents for staff. This checklists supplement existing documentation. Risk with the highest priority is a blackout which would affect a number of othersubsystems. The solution is to purchase a replacement source of electricity. It turned out that the advantage is the separation of buildings (Na Chmelnicich and Partyzanska) in this case because infants and toddlers may be shifted to the second building Children´s Center. The surprise is that the building Children´s Center Partyzanska is not included in the zone of interest Pilsner Urquell brewery.
