Bakalářská práce s názvem Perspektiva společné imigrační politiky EU se primárně zaměřuje na téma pracovní imigrace do EU ze třetích zemí. Práce si klade dvě výzkumné otázky. První se ptá po způsobu, jakým se projevuje rozpor mezi nadnárodním a mezivládním, popř. čistě národním, přístupem v oblasti legální pracovní imigrace ze třetích zemí. Druhá otázka se ptá na míru ochoty členských států liberalizovat vstup (a pobyt) imigrantů ze třetích zemí na svoje pracovní trhy. Pro zodpovězení otázek byly analyzovány reakce třinácti zemí a Hospodářského a sociálního výboru (HSV) na otázky položené Evropskou komisí v rámci Zelené knihy o přístupu EU k řízení ekonomické migrace z roku 2005. Za pomoci škály postoje k harmonizaci imigrační legislativy a škály pro míru otevřenosti vůči imigraci bylo možné vytvořit "mapu", která slouží ke srovnání přístupů jednotlivých států a HSV ke spolupráci v oblasti pracovní imigrace na úrovni EU. Závěrem práce je, že většina zkoumaných států (11 ze 13) preferuje "žádný až nízký" stupeň harmonizace a téměř stejná většina (10 ze 13) se vymezuje vůči pracovní imigraci "restriktivně" nebo "spíše restriktivně". Zbývající státy a HSV se u první otázky profilují spíše proharmonizačně a u druhé otázky "spíše liberálně" až "liberálně". Výsledky potvrdily předpoklad realistické teorie o dominantní roli států a jejich neochotě vzdát se svých kompetencí ve prospěch nadnárodních institucí. The bachelor thesis The Perspective of EU Common Immigration Policy is primarily focused on economic and in particular work immigration to EU from third countries. The thesis lays out two questions. First question is in what way the differences between supranational and intergovernmental (or national) approach towards legal work immigration are demonstrated among the EU members and institutions. Second question seeks to determine the will of states to liberalize the entry and residence of immigrants on their labour markets. In order to answer the outlined questions I conducted an analysis of the reactions of states and European Economic and Social Committee (EESC) to the questions presented by European Commission in its Green Paper on an EU Approach to Managing Economic Migration. The findings of the analysis show that majority of states (11 of 13) prefer lower degree of harmonization whereas only 2 states along with EESC support more comprehensive harmonization. Also, 10 out of 13 states have "restrictive" or "rather restrictive" preferences towards further liberalization of immigration policy whereas the other three countries and EESC are considered to be "liberal" and "rather liberal". This outcome supports the realist theory of migration policies, which stresses the dominant role of states and their unwillingness to give up their competences to supranational institutions.
