Diplomová práce se zabývá problematikou financování rozvoje lidských zdrojů pomocí prostředků ze strukturálních fondů EU. V první části se zaměřuje na strukturální politiku EU a Operační program Rozvoje lidských zdrojů. Dále popisuje monitorovací systém pro Opatření 3.2 Podpora terciárního vzdělávání, výzkumu a vývoje (na základě zkušeností získaných na MŠMT). Hlavním cílem práce je analýza efektivní alokace prostředků tohoto opatření, které bylo dosaženo za pomocí dotazníkového šetření. Šetření je orientované jak na úspěšné, tak i neúspěšné žadatele o finanční podporu. Výsledkem je soubor tezí týkajících se přínosů z realizovaných projektů, problémů úřednického aparátu a zkušeností vyplývajících z prvního čerpání z fondů EU. The graduation thesis attends to the problems concerning the financing of the development of human resources from the Structural funds of EU. In the first part it concentrated on the European Union Structural policy and Operational programme Human resource development. In the next part it described the monitoring system for Measures 3.2 Support for tertiary education, research and development (based on my own experience at Ministry of Education, Youth and Sports). The main object of the paper was to analyse effectiveness of the finances allocated by the programme through the Questionnaire research which was oriented on the applicants, both successful and unsuccessful ones. The result of this analysis is set of thesis about benefits, problems of clerical staff and experiences from the first drawing from the Structural funds of EU.
