Tato práce se zabývá problematikou financování Akademie věd České republiky. První část práce informuje o historii, právní a institucionální stránce AV ČR a institucí, na jejichž základě se AV ČR formovala. Věnuje se stávajícímu institucionálnímu uspořádání české vědy a výzkumu, některým reformám, jimiž její instituce prošly, s hlavním zaměřením na AV ČR a převod jednotlivých ústavů na veřejné výzkumné instituce. Druhá část práce je věnována poslední reformě výzkumu a vývoje ovlivňující současnou situaci AV ČR a její budoucí financování. Dále se zabývá hodnocením výkonnosti AV ČR a vybraných institucí, které čerpají zdroje určené na vědu, výzkum a inovace. Toto hodnocení je provedeno srovnáním počtu získaných patentů, vydaných publikací, publikovaných článků apod. Je zde zmíněn stávající způsob hodnocení výkonu ústavů AV ČR v komparaci se způsoby hodnocení téže oblasti užívanými v jiných zemích , např. v Itálii a Německu. Na základě zjištěných poznatků práce posuzuje, zda je současný postoj AV ČR k reformě financování vědy, výzkumu a inovací oprávněný a zda jsou její argumenty proti uplatnění plánovaného finančního rozpočtu pro vědu a výzkum podložené. This thesis deals with the funding of the Academy of Sciences of the Czech Republic. The first part of this thesis provides basic information on legal and institutional point of view of the AS CR and its previous institutions. It deals with current institutional framework of Czech research and development and its recent reforms. The second part of the thesis provides basic information about the last R&D reform that dramatically influences current situation of the AS CR and its future funding. It provides performance measurement of the AS CR and other institutions drawing the R&D financial sources based on comparison of the number of obtained patents, published books, articles etc. The current system of performance measurement of the Institutes of the AS CR is mentioned and compared with the evaluation systems used in foreign countries, e.g. in Italy and Germany. The conclusion summarizes the findings and on their bases judges the plans for future funding of Czech R&D considering the disclamer opinion of the AS CR.
