[cze][eng] Práce je analýzou efektivnosti rekvalifikačních kurzů v okrese Mělník v letech 2007--2011 z hlediska účinku na zaměstnanost absolventů. Ke zhodnocení efektivnosti je použita metoda hrubých efektů rekvalifikací. Dílčím cílem práce je analýza cílenosti rekvalifikací, použitou metodou je zde index cílenosti. Z výsledků analýzy efektivnosti rekvalifikačních kurzů vyplývá, že v průměru 70 % absolventů kurzů nalezne do 12 měsíců zaměstnání. Na výslednou hodnotu hrubého efektu mají vliv sociodemografické charakteristiky rekvalifikantů. Analýza pomocí indexu cílenosti upozornila na nedostatky v zacílení rekvalifikací na znevýhodněné skupiny -- projevuje se zde creaming efekt. Na základě výsledků analýzy lze rekvalifikační kurzy považovat za efektivní nástroj pro umisťování nezaměstnaných zpět do zaměstnání.This thesis deals with analysis of efficiency of retraining courses in region Mělník in the period 2007-2011 related to its effect on employment of people who participated in this program. For efficiency measuring is used method of gross effects of retraining courses. The secondary target of this paper is analysis of target of retraining courses. Method used in the secondary target is the targeting index. Effectiveness analysis of the results of retraining courses shows that on average 70% of courses graduates find a job within 12 months after finishing the program. This results are deeply connected with sociodemographical characteristic of the participants. Usage of targeting index in analysis pointed out deficiencies of the courses targeted towards disadvantaged groups, manifested by the 'creaming effect'. Based on the analysis results, the retraining courses can be considered as an effective instrument of allowing the unemployed people to be put back to in the work process.
