Abstrakt Práce je analýzou dopadů zvýšení spotřební daně z lihu z 1.1.2010, se zaměřením na rok 2010. Práce je zaměřena na trh s lihovinami 40 %, trh piva a trh vína. Z pozorování údajů o spotřebě lihovin 40 % dostupných na Českém statistickém úřadě vyplynulo, že ke všem výraznějším poklesům spotřeby došlo vždy, když Vláda ČR zvýšila sazbu spotřební daně. V porovnání s vybranými evropskými státy je nominální výše sazby spotřební daně z lihu v ČR spíše průměrná. U spotřební daně z piva patříme k zemím s nižším nastavením sazby. Při hledání vztahu mezi HDP, mírou nezaměstnanosti a spotřebou alkoholu v České republice, korelační analýza nepotvrdila, že by s poklesem HDP docházelo k vyšší spotřebě alkoholu. Také se nepodařilo potvrdit, že by rostoucí nezaměstnanost v ČR byla doprovázena rostoucí spotřebou alkoholu. Výsledky korelační analýzy jsou však zkresleny velmi krátkou časovou řadou pro ČR. Data dostupná na Celní správě ČR a Ministerstvu financí ČR potvrdila, že očekávané vyšší inkaso, po zvýšení sazby spotřební daně z lihu, bylo chybné. Inkaso státního rozpočtu bylo v roce 2010 téměř o jednu miliardu nižší, než vláda očekávala. Abstract The thesis analyses effects of excise duty increase, effective from 1st January 2010. The thesis concentrates on spirits, beer and wine market. Based on the Czech Statistical Bureau study of spirits market, all the significant declines of consumption took place whenever Czech government raised rates of excise duty. In comparison with selected European countries, the Czech nominal rate of excise duty of spirits is rather average. Our excise duty of beer is one of the lowest rates in Europe. When correlating GDP, unemployment rate and alcohol consumption in Czech Republic, the thesis does not prove declines in GDP cause higher alcohol consumption nor rising unemployment results in higher alcohol consumption. However, results of correlation analysis are distorted by a short period on which data are available for the Czech Republic. Data available from both Board of Customs and Ministry of Finance proved that expectation of higher national tax revenue after rise of excise duty rate has been incorrect. The national tax revenue in 2010 was by almost 1 billion CZK lower than the government expected.
