[cze][eng] Práce se zabývá Evropskou chartou místní samosprávy, ktará je dokumentem přijatým v zemích Rady Evropy. Je to dokument, který je garantem samostatnosti a nezávislosti územní samosprávy v signatářských zemích. Cílem Evropské Charty místní samosprávy je přísné oddělení státní správy a samosprávy, přiblížení správy občanům, položení základů pro kvalitní výkon evropských i vnitrostátních politik jednotlivých států. Za tímto účelem vytyčuje několik podmínek, které by měly být v jednotlivých zemích uplatňovány. Jednotlivé státy, které dokument podepsaly, prošly odlišným historickým vývojem, mají jiné podmínky, ať už geografické, hospodářské, společenské, kultrurní aj. Z toho důvodu dochází k implementaci Charty v evropských státech odlišně a cílů, které si stanovuje je dosahováno v různé míře. Práce rozebírá způsob, jakým jsou vybraná ustanovení Charty konkretizována v České republice a na Slovensku,jejich implementaci v těchto dvou státech porovnává. Cílem je zjištění, nakolik se tyto dva státy přiblížil demokratickým principům ve fungování veřejné správy, jak je chápe Charta, nakolik bylo přijetí dokumnetu přínosné. Práce se opírá především o analýzu zákonů a jiným právních předpisů v ČR a SR.The study is on European charter of local self-government, which is a document signed by member states of Council of Europe. The Charter is a warrantor of self-reliance and independence of local self-government. Its main aims are separation of central governmnet from local self-government, governmental approach towards citizens. The Charter appoints requiremnets, which should be exercised in member states, which have signed Charter, in order to achieve its aims. Signatory states have experienced different historical development, they have various geographic, economic, social, cultural and other conditions. That are the reasons, why is implementation of Charter in these states diferrent and the aims are reached in various degree. The study is a comparative analysis, that tries to find out, how is the document exercised in Czech republic and Slovakia. The way of promotion of democratic principles in these states, which are defined by Charter, is the objective of analysis.
