Territorial Cohesion in the European Regional Policy Discourse - A General Framework and Czech Specificities
Nosek, Štěpán ; Blažek, Jiří (advisor) ; Rumpel, Petr (referee) ; Ježek, Jiří (referee)
This dissertation deals with the concept of territorial cohesion and place-based approaches that are understood as a tool to achieve territorial cohesion. Specific attention is paid to Territorial Impact Assessment, which is most frequently designed as a method for adjustment of place-based approaches in order to reflect specific needs of particular types of regions. The theoretical part discusses interpretations associated with territorial cohesion in academic literature. It also analyses arguments of proponents and opponents of place-based approaches as a tool for considering territorial specificities in sectoral policies. Further, the dissertation focuses on the evolution of the Territorial Impact Assessment at the European level and its position within other impact assessment tools. The main aim of the empirical part is, first, to identify ways in which EU member states interpret and fulfil the EU goal leading to territorial cohesion and, second, to define how EU member states use place-based approaches to achieve territorial cohesion. Specific attention is given to Czechia, its understanding of territorial cohesion, and its experience with the implementation of place-based approaches. Research shows that EU member states do not deal with territorial cohesion uniformly; instead, they project...
Experimental investigation of suitable porosity of an anti-dust wall
Nosek, Štěpán
The paper introduces the reader to the basic principles of physical modelling of the atmospheric boundary layer in wind tunnels and their application to the solution of dustiness. A practical example elucidates the use of these methods in the solution of dustiness from conveying belts to immediate surroundings.

Changes in investment behaviour of municipality in relation to current trends of the national economy: case study of Hradec Králové region
Petříčková, Zuzana ; Květoň, Viktor (advisor) ; Nosek, Štěpán (referee)
Changes in investment behaviour of municipality in relation to current trends of the national economy: case study of Hradec Králové region Abstract The aim of this bachelor's thesis was to analyze the influence of the changing economic trends at the national level to the investment behaviour of municipality of different size categories. Specifically whether the local governments stabilized each phase of economic cycle by their own interventions between the years 2001 and 2012 and helped to smoother economic development. Null hypothesis expected that bigger townships are more influential in the stabilization of economy than the smaller ones. In the first theoretical part of the thesis there were analyzed the types of economic cycle, literature, each components of municipal budget and last but not least, there were presented brief characteristics of the development of Czech economy. The study focused on selected municipalities of Hradec Králové region which were divided into four size-based categories. Statements about economic policy of each category were set up using the capital expenses and information gained during the interviews. Despite the fact that in most cases municipalities behaved as stabilizer of economic development, null hypothesis wasn't validated. Keywords: economic policy, anticyclical...
Interpretation of Tadeáš Biron's poetry selection Neviditelné slunce
Maixnerová, Anna ; Petrbok, Václav (advisor) ; Nosek, Štěpán (referee)
The thesis deals with a collection of poems named Neviditelné slunce (The Invisible Sun) by a Czech poet Tadeáš Biron (which is a pen name of František Kouřil). The author attempts to identify the fundamental features of Biron's poetry. She covers the recurrent motifs, themes and intertextual references present in Biron's work. The autobiographical elements, manifested in the poems, are also taken into account, on the basis of the author's correspondence with his friend J. Červenka. The thesis tries to provide a more profound understanding of Tadeáš Biron's perception of poetry and his use of linguistic and compositional means and imagery. It also attempts to identify the sources of the poems' effect.
Detailed Spatial Analysis of Parliamentary Elections in 2010 Using Geographically Weighted Regression
Kuča, Martin ; Netrdová, Pavlína (advisor) ; Nosek, Štěpán (referee)
The thesis deals with the geographical analysis of the parliamentary elections in the Czech Republic in 2010. Its main goal is a detailed analysis of the elections using the method of geographically weighted regression (GWR), statistical method, which allows to uncover spatial context of the examined phenomenon more precisely. Furthermore, it is investigated whether and how the entry of new political parties on the scene (TOP 09, Věci veřejné) in 2010 changed the territorial relationship between voting behavior and the socioeconomic characteristics of the population compared to 2006 elections. The data at the municipal level from the Census 2001 and 2011 and election data are used. Data are analyzed using GWR, analysis of variance and multiple linear regression. It is shown that the global decline in turnout in 2010 was greater in the left-wing than in the right-wing regions. The existence of regional differences in the relations between local characteristics and the results of the election of the parties is demonstrated. These observed differences appear to be relatively stable - results in 2010 for each party are similar to results from 2006, especially for the ODS and the KSČM. Explanatory variables for voting for TOP 09 are very similar to those of ODS, with a larger positive effect of...
Regionalisation of Active Labour Market Policy in Czechia
Nosek, Štěpán ; Feřtrová, Marie (advisor) ; Soukup, Tomáš (referee)
Master's thesis deals with the regionalisation of the active labour market policy in Czechia. We analyse strategic documents which deal with unemployment and we try to find out to what extent they stress support for certain regions. Then, we examine the mechanism which is used to distribute the money across regions. Further, we study the allocation of money distributed within the Czech national active labour market policy (1998-2009) and within the European programmes realized in 2004-2006. Lastly, we give an overview of the possibilities of regional (local) actors to influence the situation on regional (local) labour market and we recognize that their work can differ across regions. The results of our study show that despite claims about the need to support the regions which are badly affected by high rates of unemployment and notwithstanding the mechanism which is made in favour of these regions, the funds are not implicitly distributed to regions with the highest rates of unemployment. Our analysis also found out that the most important actor on regional (local) labour market is the labour office and that the role of other actors in merely complementary, although the situation regionally varies. Keywords: explicit regional policy, active labour market policy, regionalisation, regional impact,...
Air Qaulity at Pedestrian Zone: The Role of Urban-Array Three-Dimensionality
Nosek, Štěpán ; Kellnerová, Radka ; Chaloupecká, Hana ; Jakubcová, Michala ; Jaňour, Zbyněk
Air quality at pedestrian level of two different urban arrays for two wind directions was studied experimentally in a wind-tunnel. Both urban arrays were designed according to typical European cities, formed by courtyard-type buildings with pitched roofs. While the first urban array had constant roof height, the second had variable roof height along all walls. The pollution was simulated by means of ground-level line source in the middle of the urban arrays. The concentrations were measured by a flame ionization detector at horizontal planes at the pedestrian level within the streets and courtyards at the vicinity of the line source. Results of the time and spatial averaged concentration reveal that both wind direction and three-dimensionality of the urban morphology are important parameters influencing the air quality at the pedestrian zones within the urban areas.
