The local ecological limits of the brown coal mining and the Czech energy policy

The Diploma thesis deals with the Czech energy policy in relation to the local ecological limits of the brown coal mining in Northern Bohemia. The local ecological limits are based on the government statement in 1991 and its purpose is to protect environment in this area. Nowadays we are the witnesses of the discussion about the abolition of these limits, mainly because of the shrinking resources of the brown coal. The aim of this thesis is to analyze how the Czech energy policy deals with the public interest in relation to the local ecological limits. The thesis focuses not only on the public interest but also on the actors and the distribution of the power among these actors and on the future direction of the Czech energy policy mainly in relation to the sustainable development. The thesis is based on the theoretical knowledge of the business-state relationship and of the sustainable development. The thesis shows that the public interest is not clearly defined in the Czech energy policy, although it is used very often. The conceptualization of the public interest can be derived from the acting and statements of the relevant actors. Participation and Representation of Roma in the Czech Republic, Especially in Social Inclusion

Diploma thesis deals with the participation and representation of Roma in the Czech Republic mainly in social inclusion. Generally in the Czech Republic the principles of the participation are underused during the development and implementation of public policies. A certain change occurs at the local level. In some towns there are gradually promoted models of the participation and representation of the population of excluded localities. This thesis deals by the methods of case study, summative evaluation and observation with implementation of certain local good practice: the system of the caretaking in the town Kadaň - Prunéřov, which primarily addresses the issue of housing in the socially excluded locality, but with the full participation of its people, including the creation of a natural representation, leading to the improvement of social skills of people, their self-confidence and willingness to engage in solving their unsatisfactory situation. Competencies and requierements of municiapalities fot the social inclusion policy

Diploma thesis deals with competencies of local municipalities in social inclusion policy. Social exclusion is a key phenomenon of contemporary policy, and municipalities play an important role in such policy. Though, municipalities often tend to fail in their role. The thesis describes and analyse the competencies of local governments and tries to set up and ideal local inclusion policy: a complete set of possible measures that a municipality can use in dealing with social inclusion. This ideal is further on used in two case studies: formative evaluation of local policies in two small towns in South Bohemia. Alternative Indexes and Indicators of Development in Reflection of the Quality of Life and Sustainability

This thesis deals with the most often used alternative indexes and indicators of development at the global and the national levels in relation to public policies engaged in quality of life and sustainable development. These indices are designed as alternatives to, for example, most often used GDP because gross domestic product is only an economic indicator and it is often criticized for its lack of complexity regarding the purposes for which it is used. Firstly, for the needs of further analysis, there is a description of quality of life and sustainable development concepts, followed by an introduction of my own typology created for the purpose of the classification of alternative indexes into groups with respect to what extent indexes reflect sustainable development and quality of life. This thesis contains a brief description of the 15 most commonly used alternative indexes of development, after this follows my own analysis of those chosen indexes by using own typology. The Delimitation of a racism as a policy problem in governmental documents: Analysis of discourse since 1989 to 2014

This diploma thesis is mainly focused on term racism, especially how the term racism is used in government documents. The author's point of view is based on social constructivism. Author focuses on way of understanding constructions of the term racism made by relevant policy- makers. The goals of this thesis are descriptive (the description of a discourse in government documents and its broader context) and explanatory (an explanation of an interaction of the discourse and its context). The broader context is found by the event history analysis and by an analysis of stakeholders. The discourse analysis is based on texts found in government documents. The results of these analyses show racism as a complex problem including a wider category of social phenomena related to the disadvantaged situation of ethnic minority groups. Nevertheless we are able to identify several competing approaches to this problem delimitation. Two of them consider racism in context of various social problems having different views on causality between these two levels. Two other approaches link racism with security policy and differ with emphasis on preventive and repressive tools.
Attitudes of local municipalities in the dispute over Šumava National park in the context of Advocacy coalition framework

Diploma thesis tries to clarify some causes of a long-lasting dispute over the management strategy of an area of the Šumava National Park. Thus the dispute is interpreted as a consequence of the conflict among attitudes and beliefs of involved actors and their coalitions. Initially the thesis introduces a context of the problem through a description of the basic legislative status of ŠNP, the main problematic aspects in the dispute and also the main historical events in a development of the ŠNP management policy. Then, using a few aspects of Advocacy Coalition Framework the author characterizes the beliefs of two main disputing advocacy coalitions. The thesis focuses much more deeply on the attitudes and beliefs of local municipalities in ŠNP as a main representative of a coalition standing in the opposition to values and interests of nature conservation. On the basis of interviews with the representatives of eight municipalities the thesis explores in detail above all, what the municipalities perceive as problematic and conflicting in their relationship to ŠNP management and nature conservation. Development of Czech social inclusion policies

The thesis "Development of Czech social inclusion policies" looks at what factors influenced the development of social inclusion policy, focusing primarily on socially excluded Roma since 1989. In the period after 1989 Czech public and social policy was under influence of many factor including both external ones, resulting from the efforts of the Czech Republic to join the European Union, or later from the membership itself, as well as internal ones, arising from the need to ensure the functioning of the system in a rapidly changing socio-economic conditions. When mapping the development of the policy attention is paid particular to the impacts of the process of European integration and institutional changes that are reflected in the implementation of social inclusion policies. Furthermore, the text seeks to uncover the causes and effects of changes in development of examined policy. Those identifying factors that may be considered essential for the development of Czech social inclusion policies, went from thematic analysis of interviews with experts. Implementation of the European Directive on the Energy Performance of Buildings in the Czech Republic

The diploma thesis "Implementation of the European Directive on the energy performance of buildings in the Czech Republic" is a case study of the application of European law in the sector of efficient use of energy by the end user. This is a very complex issue, because the sector of energy policy is interdisciplinary theme, touching a wide range of actors and the strategies for energy policy are formed at different levels of governance. The degree of harmony of these strategies affect the success of the transposition of European law at the national level. Czech Republic has implemented the directive into national law through the amendment to the Energy Management Act. The new legislation follows the existing trend of increasing requirements on building energy standard and extends the use of certification in the real estate market as an instrument of consumer protection. The adoption of these measures means the interaction of public and private sector, where is a conflict of interests and values of individual actors. A significant degree of controversy has an impact on the success of the implementation.

Private environmental business-NGO cooperation: driving factors and current state in Czech republic

SYNOPSIS The diploma thesis is focused on the topic of private environmental cross-sectoral cooperation from the macro-societal perspective. The theoretical chapter summarizes the driving factors which contribute to evolution of business-environmental NGO relationships, it identifies the main specific features of Czech society context and introduces the three-partnership- generations theory. In the empirical part the main findings from the empirical survey among Czech environmental NGOs are summarized and discussed. It explores the current state and main characteristics, contributions, problems and barriers of private cross-sectoral partnership. Furthermore the relations between the environmental organizations' characteristics and specific aspects of cooperation are examined. In the end the results of the survey are set into the context of three-partnership-generations theory and the basic explanation of private environmental cross-sectoral partnership's current state is discussed in the context of specific features of Czech society.
