Bibliographic Record DANIEL, JAN. International Peacekeeping and Hybrid Order: UNIFIL II in South Lebanon. Prague, 2017. 257 p. Doctoral dissertation (Ph.D.) Charles University in Prague, Faculty of Social Sciences, Institute of Political Studies. Thesis supervisor: JUDr. PhDr. Tomáš Karásek, Ph.D. Abstract The thesis explores an engagement of a UN peace operation with a local political order. It builds on understanding of peacekeeping as policing of certain vision of international and local order and on that basis, it explores practices and politics of keeping peace. Drawing on the study of UNIFIL II, the UN peacekeeping operation deployed in South Lebanon, the study focuses on practices by which peacekeepers perform their policing duties in the local order, which is marked by entanglements between state and non- state ordering authorities and different practice of stateness. By doing so, it seeks to advance the research on the everyday practices of peacekeeping, as well as the research on local hybridity of peace operations and engagement of liberal actors with the local difference. Drawing on the debates in critical peace studies and works on practice-oriented approaches to research on liberal governmentality, it makes the case for focusing on the peacekeepers' engagement with the 'local' order on the...
Gender Mainstreaming in UN Peacekeeping Operations
Jašová, Lucie ; Bureš, Oldřich (advisor) ; Kocmanová, Markéta (referee)
Responding to the inequal impact of women in conflict and their contribution to peace processes, the Security Council has adopted eleven resolutions within the Women, Peace, and Security agenda, which further defined gender mainstreaming strategy within the field of peace and security. The strategy calls for integrating gender perspectives and considerations in all peacekeeping structures. Framed with the liberal feminist approach, this work aims to analyse how five of the current UN peacekeeping operations reflect gender mainstreaming strategy, both in their mandates and operational practice. Using the content analysis method, the study examines the missions' mandates to evaluate gender mainstreaming references from the establishing resolutions to the current one and is further supplemented by the review of their implementation process. The findings reveal a significant gap within the establishing mandates, as UNISFA and MONUSCO included minimal gender references in their authorizing resolutions while UNMISS covered almost all gender considerations. Such disparities have become less evident within the current mandates. The analysis of the operational practice further suggests a two-track gap between the mission's mandate and the situation in the field, as the evidence gathered shows that...
Side Effects of UN Peacekeeping missions
Menšíková, Jana ; Střítecký, Vít (advisor) ; Bureš, Oldřich (referee)
Diploma thesis Side Effects of UN Peacekeeping Missions deals with negative sid e ef f e cts of UN peacekeeping operations. The work aims at showing the relation between certain factors and the emergence of the side eff ect s. To do so, four interpretative case studies are used in this thesis. The missions analysed in the case studies share some common characteristics (type of mandate, time period etc.) but differ in the essence of the si de e ff e cts that has been detected during their deployment. For the sid e eff e ct s of human trafficking the UN mission UNMIBH in Bosnia and Hercegovina was analysed, for sexual abuse it was the MONUC in DRC, for diamonds smuggling the UNAMSIL mission in Sierra Leone and for the collaboration with warlords the UNPROFOR in Bosnia and Hercegovina. The applied factors are divided between external (presence of the s id e ef f e cts, the stage of conflict and the efficiency of the central government) and internal (national composition of the mission, level of corruption among the TCC's and the existence of SOFA) and are considered within the context of each case study. This work proofs the relevance of this factors in regard to the emergence of the s id e eff ec ts of peacekeeping.
Transforming violent masculinities: Nigeria's disarmament, demobilization and reintegration programme in the Niger Delta
de Diego Manrique, Cecilia ; Bureš, Oldřich (advisor) ; Schlotti, Jivanta (referee)
Dissertation Title: Transforming Violent Masculinities: Nigeria's Disarmament, Demobilization and Reintegration Programme in the Niger Delta Abstract Gender mainstream in security studies has been erroneously equated with the introduction of women in security practices. Hence, gender analysis of Disarmament, Demobilization and Reintegration (DDR) programmes have largely underestimated the importance of also considering men's gender identity. Breaking this pattern, this dissertation examines the ability of the Disarmament, Demobilization and Reintegration approach adopted in the Niger Delta to change or consolidate violent masculinities among ex-combatants. The selected case study is of special relevance to the topic at hand since the conflict in the Niger Delta has been partly attributed to the constructions of masculinity that prevail in this Nigerian region. Following previous research in the field of critical masculinities and feminist peacebuilding, the paper reveals that the transformative potential of the Presidential Amnesty Programme is extremely limited, exclusively offering a way of expressing positive masculinities as part of the economy. This is the result of the Nigerian government's decision to adopt a minimalist approach to DDR that pays full attention to ex-combatants as individuals rather...
Analysis of ISIS's Insurgency through the theory of Revolutionary Warfare
Piunti, Amerigo ; Aslan, Emil (advisor) ; Bureš, Oldřich (referee)
Analysis of ISIS's Insurgency through the theory of Revolutionary Warfare, by Amerigo Piunti. Ever since the collapse of the brutal Ba'athist regime of Saddam Hussein, the Sunnis of Iraq were struggling as a minority in a nation governed by Shia. The government of Baghdad was constantly ignoring Sunni's grievances, and for many experts, this aspect was a driving point that led to the establishment of the IS Caliphate. Contrary to popular belief, the so-called Islamic State appeared only for the first time in October 2006. Abū Musʿab al-Zarqāwī was the founder and first tenacious leader of the special detachment called "Al-Qaeda in Iraq." This group later on mutated itself into the notorious Islamic State of Iraq and Syria, and it obtained support from international sympathizers and local citizens. The terror group successfully recruited local tribes, experienced fighters and leaders, previous members of the Baathist regime, and it even cooperated with other Jihadists groups. The terror group itself also heavily relied on the spread of Jihadist-Salafist propaganda and eventually created an urgent need for a drastic change in society. The group then expanded its insurgency activities towards Syria, and after only eight years of fighting, it successfully covered each of the necessary stages to...
Counter-Terrorism in Nigeria: Measures and Approaches
King udeme, Simon ; Střítecký, Vít (advisor) ; Bureš, Oldřich (referee)
In recent times Countering Terrorism has been at the top of most governments' security agendas and policies. Since terrorism has become the single most lethal weapon used by anti - state agennts to destabilized society and gain government attention, it has become a very lucrative venture. Even though the underlying factors of each terrorist organization or insurgence defer from place to place, the motives remain unchanged across the board : whether it is inciting recruits and sympathizers to pick up arms, or appealing to sponsors to finance political violence, terrorist sects aim at creating fear in society to achieve their objectives. Also, terrorism has now metamorphosed into a transnational global network of affliates and terror gangs of like minds. With structural fundings, state - like model of hierarchy, and in most cases a judiciary system. This undenable advancement in terrorism methodology from what was once seen as - basic ideological aggrievances among state and rebels' groups - in the past, to a full fledge political structure has informed deligent studies about terrorism and indeed counterterrorism. Counterterrorism measure is therefore defined as the tools, measures and policies that are adopted by government when combating or stabilizing terrorism in each society. This concept takes...
Friends, rivals, foes: The private sector and online vigilantism impact on police cyber capabilities

Friends, Rivals, Foes: The Private Sector and Online Vigilantism Impact on Police Cyber Capabilities August 2021 University of Glasgow #: 2468006m Dublin City University #: 19108682 Charles Prague University #: 75713277 Presented in partial fulfilment of the requirements for the Degree of International Master in Security, Intelligence and Strategic Studies Word Count: 21,997 Supervisor: Prof. Oldrich Bureš Date of Submission: August 2nd , 2021 Abstract Cybercrimes and the evolution of new technologies have brought with them an expansion and change within the policing structures that govern cyberspace. Thus, the different nodes of governance in the virtual environment were broken down and identified; as per the scope of this research the key categories explored were law enforcement agencies, private industries, and online vigilantes. Questions pertaining to the regulatory scope and capabilities of these groups in cyberspace where then analysed, focusing on some clear links and connections that have previously been largely ignored by scholars, policy makers and other researching bodies. The purpose of this research study was to demonstrate how the different nodes of governance work to achieve the deterrence what are considered of lower-tier cybercrimes. Different case studied were critically analysed to...
Processes of Radicalisation: Foreign Fighters from Western Europe Who Fought for Islamic State
Truchlá, Jana ; Bureš, Oldřich (advisor) ; Nocheva, Nikolena Hristova (referee)
The awareness that the threat of terrorism is no longer linked only to the Middle East, but has home-grown nature and arisen from young people living on European soil, alarmed the public and subsequently provoked increased interest in radicalisation research. 9/11 or the European terrorist attacks in London or Madrid have led to the increasing media attention of the phenomenon of radicalisation occurring among young European Muslims. At the beginning of the new millennium, the threat stemming from terrorism embodied one of the most urgent security challenges, whether for politicians or scholars. The academic and political interest in research into factors that increase the risk of radicalisation to violent extremism has ended up in many efforts to grasp and properly define radicalisation, or to outline the expected pathways of radicalisation (Veldhuis, 2009: 1). In my thesis, I build on these efforts of prominent experts and I examine the effect of the factors contributing to violent radicalisation like social networks, dissatisfaction with current reality, moral outrage, family and individual characteristics including criminal backgrounds. I look at the impact of these factors in case studies of three Western European countries - Belgium, France, and the United Kingdom. Except discussing specific...
Multiple Peace Operations in Mali
Novotný, František ; Bureš, Oldřich (advisor) ; Ludvík, Zdeněk (referee)
In recent years, some scholars have turned their attention towards the problem of multiple simultaneous peace operations (MSPOs), but with little focus on state motivations for their initiation. This thesis examines the case of the conflict in Mali and the high amount of operations deployed there by different actors. It does so through an instrumental case study of the establishment of these operations and of the French role in this process. The thesis finds that France was at first eager to deal with the conflict by supporting regional actors, but with the crisis deteriorating, becoming ever more involved. Next to its own intervention, it led various international organizations to operate alongside it in order to share the conflict management burden while remaining critically influential and securing its goals. This approach allowed France to balance the interests of its domestic audience, western allies, as well as those of the governments in the region. Based on the analysis, the thesis suggests that the proclaimed logic of division of labor between different organizations deploying MSPOs might be a justification for primarily generating as much resources as available while reducing various kinds of costs, although without any explicit evidence for it being a conscious effort of using the...
Private AI and the State - Potential for a Conflict
Kosub, Tomáš ; Bahenský, Vojtěch (advisor) ; Bureš, Oldřich (referee)
This paper is discussing the latest development of Artificial Intelligence and puts into perspective two major players in the field of AI development - states and private companies. The premise is, that private companies are leading the development of AI technologies and together with their growing impact on states and international relations as such, they are becoming more important and more powerful. We, therefore, research, whether the AI may be to any extend used by these private actors against states. Starting with its dual-use capabilities, we are showing the current threats enabled by AI technology. We then illustrate specific cases, when Artificial Intelligence was involved in elections in Brazil and the United States and elaborate the argument, that AI may be misused and eventually possess an advantage over the adversary, in these cases private companies. Debating what AI is, what is the current position of major private actors is towards the state, and revealing the potentials of AI, we build up the argument that AI-enabled technologies may indeed be an advantage.
