Diskurz hybridních hrozeb v ČR

Od počátku ukrajinské krize došlo během dvou let mezi roky 2014 a 2016 v českém politickém diskurzu k etablování tématu hybridních hrozeb, které postupně transformovalo vnímání české národní bezpečnosti. Tato práce si klade za cíl popsat konstrukci politického diskurzu hybridních hrozeb v České republice. V souladu s konstruktivistickým teoretickým rámcem pomocí diskurzivní analýzy ukazuje, že vnímané hodnoty a ideje aktérů mezinárodních vztahů jsou ve vzájemné interakci považovány za ohrožené, a proto jednotliví aktéři podnikají diskurzivní akce na jejich obranu. Práce postupně popisuje způsob, jakým Rusko vnímá mezinárodní situaci po skončení Studené války a jak na ni reaguje jako na ohrožení svojí velmocenské pozice. Práce se dále zaměřuje na ukrajinskou krizi jako následek ruského politického diskurzu ohrožení velmocenského statusu, empiricky popisuje fenomén hybridní války a představuje ruský diskurz hybridních hrozeb, který je zcela opačný než ten západní. Následuje samotná analýza politického diskurzu hybridních hrozeb v České republice a popis způsobů, jakým do něj jednotliví aktéři vstupovali a jak byl konstruován. in Czech Společná bezpečnostní a obranná politika (SBOP) ztělesňuje touhu EU být klíčovým hráčem v globální bezpečnosti. S Brexitem ztrácí SBOP svou největší vojenskou sílu a jednoho z hlavních poplatníků za bezpečnost. Tato práce zkoumá, jakým způsobem se EU zabývala referendem o Brexitu a jak se vyvíjela SBOP. Poskytuje hodnocení o politikách souvisejících se SBOP a posuzuje, do jaké míry lze vysledovat jejich nový vývoj po referendu o Brexitu a jak je ovlivňují domácí voliči členských států EU. Práce ukazuje, že odchod Velké Británie otevřel SBOP nové možnosti rozvoje, které nebyly plně využívány kvůli různým domácím omezením v členských státech EU.
How can bringing the digital gender divide accelerate the achievement of the United Nations Sustainable Development Goals?

The purpose of this research is to identify how bridging the online gender divide can accelerate the achievement of the United Nations Sustainable Development Goals. At present 200 million fewer women are online than their male counterparts, highlighting the gender inequality that exists online. The disparity in the number of women online is having a detrimental effect on the ability to achieve the Sustainable Development Goals by the United Nations target date of 2030. The research first endeavours to understand the current discourse of what is understood by the term "digital gender divide" within contemporary literature. Drawing knowledge from existing literature, the reasons for the digital gender divide are critically assessed and conceptualised within an empirical framework before offering an insight into how such barriers can be addressed and overcome. The removal of such obstacles therefore paves the way for the United Nations Sustainable Development Goals to flourish. The evidence collated throughout the study details the intricate connection between sustainable development and gender equality, concluding that considerable advancements towards sustainable development can be made if more women are online.
Glabal and Local Private Security Companies in Kenya: a balanced relationship?

The purpose of this study is to contribute to a better understanding of the relationship between private security companies in Kenya. This thesis makes a distinction between two sorts of private security companies; global and local. The thesis argues that the relationship between the two is not balanced in favour of the global one. This conclusion has been reached by applying a Bourdieu enhanced global security assemblage approach to the Kenyan security sector. The global security assemblage approach, allowed the researcher to look into the Kenya security sector from a perspective where all actors are treated equal, instead of the more traditional way of thinking, where the state is put as the central unit of analysis. Using Bourdieu's concepts of economic, cultural and symbolic capital, the researcher was able to make a distinction between the two PSCs by looking at how much capital each PSC possessed. The conclusion of this thesis is that the global PSCs possess more capital of each form than the local. Research was done by spending two periods of three months in Kenya. Cryptocurrencies: Threats and Investigative Opportunities for Law Enforcement

Cryptocurrencies have developed and widely spread within recent years. Their anonymous and decentralised characteristics have attracted criminals who leverage these technologies to sell and purchase illicit goods on the black market while concealing their identities and avoid prosecution. The new development of cryptocurrencies and their underlying architecture blockchain has had positive and negative effects on the success of law enforcement investigations. It is perceived as a threat when there are factors that increase the complexity of law enforcement investigations due to the use of highly anonymous cryptocurrencies and Bitcoin mixers. Cryptocurrencies are also perceived as a threat when criminals use them for money laundering purposes. Conversely, the rise of cryptocurrencies also introduces new opportunities for law enforcement investigations. Records of cryptocurrency transactions in the blockchain help law enforcement to trace suspicious addresses by the emergence and improvement of analysis tools. Cybersecurity for Outer Space - A Transatlantic Study

 Cyber attacks can target any nodes of the space infrastructure, and while these attacks are called non-violent, there is a credible capability to use cyber attacks to cause direct or indirect physical damage, injury or death. However, the vulnerability of satellites and other space assets to cyber attack is often overlooked, which is a significant failing given society's substantial and ever increasing reliance on satellite technologies. Through a policy analysis, this dissertation assess the set of political provisions provided by the European Union to address the cyber security issue of the space infrastructure. Such study aims at exploring the geopolitical consequences linked to space cyber security risks, and at assessing the political preparedness of the European Union to address these challenges. The perspective of transatlantic cooperation to further support both American and European effort to tackle this security risk is also addressed. Securitisation of Islam and Counterterrorism Policy in France

The Copenhagen School's theory of securitisation establishes the construction of security as a predominantly political phenomenon. The discursive formation of an issue as threatening to the survival of a referent object is therefore considered a political act that can be observed and analysed. Between 2012 and 2017, a wave of terrorist attacks took place in France, resulting in a securitarian response from the government that have been questionable regarding its impact on civil liberties. French Muslims have been the collateral victims of the new measures introduced in this time of crisis and Islamophobia have increased in the country, where integration is already problematic and the place of Islam within the secular system of France is questioned. This dissertation aims at questioning the discourse about Islam within the counterterror discourse by the government. It reveals the different legitimation strategies used as a justificatory framework for the measures implemented, and argues that the narrative of Islam within this framework result in a remote securitisation of the religion. Criminals and other threat actors are adapting to the growing reliance individuals, organisations, and nations have upon technology and the internet and have augmented their capabilities to be oriented in that direction for malevolent purposes. Cyberspace has become an extremely large vulnerability for countries because it facilitates any person with access to a computer or other technology along with malicious intent, to cause harm. The increased risk people and organisations now face in cyberspace is not isolated to just them. Nations now are also at an increased risk because of the evolving ubiquity of cyberspace and technology. States are at risk of cyber threats because of vulnerabilities in individual citizens and organisations. Nations have now become intended targets by a larger spectrum of threat actors. The Visegrad Group: an analysis of intelligence cooperation and its challenges

This dissertation has aimed at investigating the factors that might challenge intelligence cooperation among Poland, Hungary, the Czech Republic, and Slovakia within the Visegrad Group. In particular, in this study, it has been researchedwhether four of the potential factors that can work as challenges to intelligence cooperation are present in the case of the Visegrad Group's cooperation. In order to determine which factor can challenge multinational intelligence cooperation, the relevant literature has been consulted based on the models of cooperation that mostly resembled the Visegrad's.In order to test which factors could apply to the V4 cooperation and answer the research question of this dissertation, a comparative study of the data collected from secondary and primary sources has been conducted. The cases discussed in the analysis include, in the first chapter, Visegrad' s countries trade relations/partners and their attitudes and policy interests with respect to Russia and the EU's future; and, in the second chapter,V4's military cooperation (within NATO and the EU), defence sector's capabilities, national security strategy, and citizens' opinion aboutV4's geopolitical belonging. Involuntary Securitisation: The process of securitisation and social constructivism in Cyprus

The following thesis will focus on the process of involuntary securitisation and the social construction of threats in the case study of Cyprus, a state torn in half by an ethnic conflict that has been present for forty years. Involuntary securitisation does not require a securitising actor to convince the audience that a referent object is under existential threat and accept the use of extraordinary measures to securitise it. As the audience, in the case study portrayed in this thesis, is already surrounded by what they perceive as existential threat, no negotiations are needed for them to allow extreme measures to be taken. An area that is also examined in this thesis is the process of desecuritisation and the reasons behind why it is difficult, if not impossible to achieve, in environments such as the case study examined. With evidence collected from Greek Cypriot newspapers, the author will answer research questions regarding the centrality of the conflict and its contribution to the creation of involuntary securitisation process.
