[ger][eng][cze] In dieser Diplomarbeit steht die Problematik der Zusammenarbeit zwischen dem öffentlichen und dem privaten Sektor im Vordergrund. Diese Kooperation wird im Rahmen des Baus, der Renovierung und der Bewirtschaftung der öffentlichen Infrastruktur in der Bundesrepublik Deutschland betrachtet. Es werden die Kompetenzen der Kommunen im Zusammenhang mit der Beschaffung und dem Unterhalt der öffentlichen Güter mit Einbindung des Privatsektors gezeigt. Das teoretische Teil der Diplomarbeit bearbeitet die PPP Grundstrukturen mit dem Schwerpunkt von bislang in Deutschland verwendeten Vertragsmodellen und Finanzierungsformen. Weiter wird in dieser Arbeit der deutsche institutionelle und juristische Rahmen beschrieben. Im Rahmen der Problematik wird die Gründung der Joint Venture "Partnerschaften Deutschland" betrachtet. Vornehmlich wird ein Szenario dargestellt, die zur Abtragung des bestehenden kommunalen Investitionsbedarfs und zur Minderung des künftigen Investitionsrückstandes durch ein alternatives Beschaffungssinstrument, durch das PPP-Projekt, führen könnte. Im Rahmen des bundesweit größten realisierten PPP-Projektes für den Bereich Schulen im Landeskreis Offenbach wird die Effizienz der langfristigen Projektbeziehung des öffentlichen und privaten Sektors präsentiert.This diploma thesis is a comprehensive and up-to-date review of public private partnership (PPP) infrastructure projects at the municipal level in Germany. Public private partnerships use the know-how and the skills of the private sector for the construction and operation of infrastructure and for the long-term provision of public services. The overall goal of this thesis is to discuss the municipal government's approach to PPP infrastructure projects. The theoretical part of this thesis includes informations and fundamental characteristics of public private partnership project types and the most widely used financial instruments in Germany, as well as the obstacles, challenges and prospects of success for the PPP Programme. The thesis further deals with the legislation and the institutional framework of this cooperation, including the establishment of the Partnerschaften Deutschland und other PPP units in central and local government to promote and manage projects. In particular we focus on the possibility of the involvement of private partners in public private partnerships to clear the backlog of investment and to satisfy local authority investment needs. The empirical part of this work describes the efficient, beneficial and cost-effective delivery of what is currently one of Germany's biggest PPP projects in the field of public- sector building construction: refurbishing, financing and operating the 90 schools in the district of Offenbach in the south of Hesse.Předmětem této diplomové práce je zpracování problematiky týkající se spolupráce veřejného a soukromého sektoru v rámci investiční výstavby a údržby veřejné infrastruktury ve Spolkové republice Německo. Cílem práce je zhodnocení postoje obcí k zajišťování veřejných statků prostřednictvím partnerství veřejného a soukromého sektoru. Teoretická část se věnuje podstatným charakteristikám public private partnership s důrazem na nejužívanější formy financování a typy PPP projektů v německém prostředí. Práce dále sleduje legislativní a institucionální zabezpečení této kooperace včetně problematiky související se založením poradenské společnosti Partnerschaften Deutschland. Municipální postoj k PPP je zmapován na základě vyhodnocených historických dat týkajících se programového využití PPP. Dílčím cílem práce je ověření možnosti užití PPP projektu při odbourání nahromaděných investičních potřeb na komunální úrovni. V empirické části práce je prezentována efiktivita fungování partnerství veřejného a soukromého sektoru prostřednictvím případové studie již realizovaného projektu, který se týká sanace a údržby provozu devadesáti škol v kraji Offenbach spokové země Hesensko.
