Bakalářská práce se zabývá problematikou česko-polské přeshraniční spolupráce ve vybraném regionu. Práce analyzuje problémy při čerpání dotací z evropských fondů v programovém období 2007 - 2013. Klíčová část práce se věnuje rozboru konkrétního projektu tří partnerských obcí a analýze dopadů na jejich region. Cíli práce je vysvětlení významu přeshraniční spolupráce, zjištění dopadů přeshraniční spolupráce na obce a jejich region a zhodnocení, zda Operační program přeshraniční spolupráce Česká republika - Polská republika 2007 - 2013 skutečně naplňuje znaky víceúrovňového vládnutí. Na základě expertních rozhovorů jsou zanalyzovány největší nedostatky, které obcím znesnadňují spolupráci nebo čerpání z evropských strukturálních fondů. Většina nedostatků jsou problémy systémového charakteru. Jedná se především o problémy s financováním, zdlouhavostí procesů, byrokracií a neefektivním využíváním evropských prostředků. Na některé z problémů práce přináší řešení. Důležitým výsledkem práce je zjištění, že operační programy přeshraniční spolupráce podporují regionální rozvoj v příhraničí a naplňují většinu znaků víceúrovňového vládnutí. Partnerství mezi obcemi zároveň pozitivně ovlivňuje obyvatelstvo a socio-ekonomicky napomáhá přilehlým regionům. Bachelor's thesis deals with the Czech-Polish cross-border cooperation in the selected region. The thesis analyzes problems with drawing subsidies from European Structural Funds in the programming period 2007 - 2013. A key part of the work is devoted to the analysis of a particular project undertaken by three partner municipalities and analyzing its impacts on their region. The objectives of this work are to explain the importance of cross-border cooperation, to determine its impact on the communities and the whole region, and to compare existing outcomes of the project with its declared goals and objectives. Based on the expert interviews, analysis of major shortcomings that impede collaboration between municipalities or drawing subsidies from European Structural Funds was carried out. The results show that most errors and shortcomings are of systemic nature, being namely caused by namely financing, lengthiness of processes, bureaucracy and inefficient of use European Funds. In the conclusion, the work suggests solutions to some of the problems. Key finding is that the operational programs promote cross-border cooperation and meets the characteristics of multi-level governance. Partnerships between communities also has a positive impact on the population and contributes to socio-economic situation...
