Práce se zabývá postojem České republiky vůči návrhu revize směrnice o dočasně vysílaných pracovnících, který představila Evropská komise v březnu 2016. Ačkoliv Česká republika zaujala v březnu 2016 negativní stanovisko, při finálním hlasování na Radě v červnu 2018 návrh podpořila. Práce se proto snaží vysvětlit příčiny změny české pozice pomocí teorie advokačních koalic a potvrdit tak hlavní tezi, že změnu pozice lze vysvětlit existencí advokačních koalic, které se snažily prosadit právě svá přesvědčení, tudíž pomocí této teorie. Práce ukázala, že tezi lze potvrdit jen částečně. Ačkoliv byla potvrzena existence dvou názorově protichůdných advokačních koalic, nelze s jistotou tvrdit, že důvodem změny byly právě tyto koalice. Byly definovány dvě teze. První teze pracuje s externími událostmi, jejichž existence byla v práci potvrzena, potvrzena byla také jejich dominantní role na změnu pozice. Teze proto mohla být potvrzena. Druhá teze byla naopak vyvrácena, neboť s ohledem na slabou a spíše pasivní druhou koalici, nebyla na národní úrovni snaha překonat patovou situaci nutná. Změna pozice navíc nemůže být považována za absolutní, spíše šlo o posun, ale stále ve stejné názorové rovině. Řečeno slovy terminologií teorie, práce zjistila, že šlo spíše o vedlejší změnu (minor change). This thesis focuses on the position of the Czech Republic towards the proposal of the revision of the Posting of Workers Directive, which was introduced by the European Commission in March 2016. Although the Czech Republic's statement was negative in March 2016, the Czech position supported the proposal during final voting in the Council in June 2018. The thesis aims at identifying causes of the position change using the Advocacy Coalition Framework and at confirming the main proposition, that change of the position may be explained by an existence of advocacy coalitions which tried to enforce their beliefs. The thesis concludes that the main proposition may be confirmed only partially. Although the existence of two advocacy coalitions with opposing beliefs was identified, it is not possible to claim absolutely that this is the true reason of the change. Two hypothesis were defined. First one is based on existence of the external sources whose presesnce was confirmed, as well as their dominant influence on the change. Therefore, this hypothesis was confirmed. The second hypothesis was disproved. The second coalition was much weaker and rather passive than the first one, so there was no need to overcome the "hurting stalemate" situation at the national level. The change was not absolute.
