This study intends to illustrate the crystallization and historical and institutional evolution of regulatory energy institutions in Latin America at the time, when regulation became one of the most important pillars of modern governance. The progressive formation of these institutions tends to redefine the role of the state in regulatory policy. The purpose of this study is to give an overview, through a comparative analysis of seventeen regulatory energy institutions in thirteen countries in Latin America, of the heterogeneity in the process of institutionalization of these organizations, with the aim of pointing out the possible risks resulting from the loss of control of their functioning. Autor se v uvedené práci zamýšlí nad krystalizací a historicko-institucionálním vývojem regulačních úřadů v oblasti energetiky v Latinské Americe v době, kdy se regulace stala jedním ze základních pilířů moderního řízení státu. Postupný vznik těchto institucí pak vedl k novému definování jeho úlohy. Záměrem dané studie je, na základě komparativní analýzy sedmnácti regulačních úřadů ve třinácti zemích Latinské Ameriky, poukázat na heterogenitu v institucionalizaci těchto organizací s cílem upozornit na možná následná rizika spjatá se ztrátou demokratické kontroly nad jejich fungováním.
