Zásadním charakteristickým rysem povodní v roce 1997 byla naprostá nepřipravenost jak příslušných institucí, tak obyvatel. Protipovodňová pravidla prakticky neexistovala, a pokud ano, nikdo je nerespektoval. Došlo k tomu především z důvodu narušení kontinuity vnímání rizika povodní, z různých důvodů se na toto riziko zapomnělo. Hlavní důvody byly: velmi dlouhé období bez větších povodní. Přehnaná důvěra v technický pokrok. Stavění obydlí v říčních nivách. Spoléhání na pomoc státu. The fundamental characteristic of floods in 1997 was a complete lack of readiness of relevant institutions and inhabitants. Flood rules practically nonexistent, and if so, nobody is disregarded. This occurred primarily because of disruption in the perception of the risk of flooding, for various reasons, at the risk of forgetting. The major reasons were: very long period no huge flooding, excessive reliance on technical progress, building homes in river floodplains, reliance on state assistance.
