Abstract: The main policy objective of a cap-and-trade program is the cost-efficient abatement of pollutants or emissions. Whether a cap-and-trade program will realize cost-efficient abatement in practice is an open question. Earlier experiments on abatement-by-switching suggest that experimental participants make highly inefficient abatement choices and that allocation biases participants to over or under-abatement.
