The Effectiveness Principles in the Official Development Assistance of the Czech Republic

This bachelor's thesis focuses on the emphasis placed on the implementation of the effectiveness principles of the official development assistance in the bilateral projects in the responsibility of the Czech Development Agency (CDA). Projects in Ethiopia, Cambodia, and Moldova in the years 2009-2013 and 2017-2020 were analysed. The thesis observes the principles of ownership, alignment, managing for results, and mutual accountability that are based on the Paris Declaration on Aid Effectiveness (2005) and Accra Agenda for Action (2008). A content analysis was conducted of annual and final reports on the bilateral projects provided by CDA. It was found that most of the examined projects had placed a strong or rather strong emphasis on the implementation of the observed principles. The emphasis on the implementation of the principles was also compared between 2009-2013 and 2017-2020. The aim was to test the hypothesis based on the academic literature, according to which the emphasis on the implementation of the principles should have been stronger in the first period. The hypothesis was not accepted for either principle but was rejected for two. The thesis also found that the emphasis on the implementation of most of the principles was stronger in Ethiopia than in Moldova.

Czech development cooperation: Adherence to the principles of the Paris Declaration on Aid Effectiveness

The aim of this thesis is to evaluate the range the Czech Republic fulfills the international commitments stipulated by the Paris Declaration on Aid Effectiveness. And, if it needed, to find factors which influence fulfilling of the declaration commitments. This is done by analysis of the documents and interviews. The analysis of the data related to the supplied development aid is the core of the thesis. The aid depends on these key principles: ownership, alignment, harmonization, managing for results and mutual accountability. Two projects of the Czech Development Agency between years 2013 and 2015 in Cambodia and the State of Palestine are analyzed in two case studies. The operationalization of the terms and following own methodical framework application to the output data led to a result, whether the international commitments are (not) complied with. The performed research implies that commitments are fulfilled rather insufficiently in the Cambodia case, whereas the commitments in State of Palestine case were fulfilled completely. A new innovative approach was crucial. The projects are directed by Palestinian partner. Europeanization of the development cooperation of the Czech Republic

The work focuces on the influence of European Union on the development policy of Czech republic. Because of description of the change , the content of the work is also czech development policy before 2004. Aim of the first part is to characterize concepts of europeanization, development aid and development aid of European Union. The largest and the most important part of the work is made by description of the progress and transformation of czech development policy. This part is divided into three periods, under which will be change of development policy demonstrated. .
