The Comparison of the Presidency in the Czech Republic, Germany and Austria.

Annotation: In my Bachelor thesis I compare the roles of Presidents in the political systems of the Czech Republic, Austria and Germany. Despite that fact that all these neighbouring states are culturally linked and all account for parliamentary regimes, the heads of states in these countries carry out their functions in very different manners. The position of the Presidents are in my thesis examined with the help of the Tsebelis's theory of vetoplayers. The aim is to look into the fields of personal policy, foreign policy and legislative process and to ascertain, through the analysis of political and constitutional works, the exact role of the Presidents in these areas. Appointing Jiří Rusnok's cabinet: an analysis of the rise of a presidential cabinet

The thesis is concerned with the appointing government of Jiří Rusnok and with the analysis of formation of this presidential cabinet. The first part deals with the theoretical basics and it explains fundamental terms. In the second part, the way of creating caretaker government, with all its consequences, is displayed. The similarities and differences between former caretaker governments are compared. The thesis observes whether the steps that Miloš Zeman took have led to the shift from the parliamentary system to the semi-presidential system. According to the analysis, I draw a conclusion that it really happened. He enforced his Prime Minister without previous agreement with parliament parties, and he ignored the coalition that declared a parliament majority. The president did not take into consideration the customs that has been applied to date. Based on the legitimacy given him by direct election, he decided that his policy is the best for the country and his voters.
