Human rights issues of minority communities in post-war Kosovo : successes and failures of the international administration and the provisional authorities

The given thesis examines the issues of human rights of minority communities in Kosovo under the UN-led international administration. The human rights of minority communities, Serbs and Roma foremost, are assessed through four wide areas of issues distinctive for Kosovo: security and freedom of movement; displaced, return and property rights; cultural rights; and economic and social rights. The thesis presents and highlights the most pressing issues for minority communities in these four areas, aiming to construct a comprehensive analysis of their status in Kosovo for the past 12 years. The thesis also scrutinizes policies, strategies and actions of the international administration and, subsequently, the provisional authorities in respect to minority human rights. Special emphasis is placed on the discrepancies between the proclaimed and the achieved, as the best measure of the international community's level of success in Kosovo. The thesis concludes that Kosovo is the part of Europe where minority human rights are least respected and where the oppression of members of minority communities by majority Albanian population is widespread and systematic. A system for monitoring the quality of connectivity

The aim of the theses is to design a methodology for centralized monitoring of data traffic in an ISP network that would detect individual connection with connectivity problems, and evaluate these problems. The methodology should at least evaluate packet loss and latency between a centrally located monitoring point and endpoints at user premises. A further goal is to implement this methodology, test it and evaluate the results.

Analysis Tool for the Network Traffic Content

This paper is about designing and implementing a tool for analysis of the network traffic content. Work is part of the SEC6NET project at FIT - Brno University of Technology. The paper describes specific requirement for such a tool and existing solutions. The main part is devoted to design and implementation of new tool - Netfox Detective. Several problems are handled: data persistence, performance, extensibility, etc. The last part of work describes possibilities and features of the Netfox Detective. The work emphasises extensibility and future development of a created tool.

Default in commercial obligations and its consequences Summary I chose the topic default in commercial obligations and its consequences because I would like to be devoted primarily in private law in my future career and I consider the deal with this topic in detail very useful. Default in commercial obligations is very common phenomenon. It can cause huge problems in the economic situation of the subjects that are within the applicability of the Commercial Code. It is necessary to govern the consequences of default to mitigate the impact of a breach of an obligation on parties of the commercial obligations and to punish the party that breaches an obligation. Also the legislation compel the parties to a contract to fulfil their obligations. The purpose of my thesis is to analyze the topic default in commercial obligations and its consequences, draw attention to some deficiency of the legal regulation and to suggest an amendment of legislation. The Methodics of Investigation of the Sexual Crime Acts (chosen issues) Summary This submitted diploma thesis deals with procedures of investigation of crimes rape and sexual abuse, which are two most serious offences within sexual criminal acts. In this work I analyze only some of the most essential moments of investigation, because the theme as a whole exceeds the required extent of the diploma thesis. Most attention is paid to contacts of the prosecuting and adjudicating bodies with the victim and to the acts in which the victim is involved. The introductory part analyzes basic contemporary and previous legal regulation of all sexual criminal acts given in the present criminal codes. Offences of rape and sexual abuse are explicated in more detail. Then the work brings a criminalistic characteristics of these offences with basic statistical data. It points out the fixed detection rate of these crimes over the last nine years. Within the criminalistic characteristics, the thesis shows typical ways of committing these crimes, typical offenders, victims and typical traces. Flying drones rescue systems

This paper addresses the issue of security and integration of UAVs in air traffic operations and analyses possible risks. This work defines methodology to demonstrate airworthiness of the parachute recovery system under extreme climatic conditions. The first part of the methodology deals with the compliance performance requirements in external environment and the second part verifies performance parachute canopy. Methodology developed herein is subsequently verified by practical tests on parachute recovery system Galaxy GBS 10.

House Arrest Punishment, Its Execution and Control

This thesis deals with the house arrest sanction which is one of alternatives of the unsuspended sentence of imprisonment. The author tries to summarize accessible information on the history of house arrest and electronic monitoring. The main aim of the thesis is to briefly present substantive and procedural legal regulation of the house arrest sentence in the Czech Republic. This thesis also covers other issues such as the role of the Probation and Mediation Service in the process of imposing the sanction of house arrest and in the enforcement of this sanction, advantages and disadvantages of house arrest and the outline of legal regulation of house arrest in some other states.

Education as a factor of regional development

The diploma thesis is focused on human capital influence on regional development and regional competitiveness. The goal is to evaluate influence of educational structure on development indicators in regions of the Czech Republic. In the theoretical part are found chapters dedicated to: definition of human capital, investments in human capital and its influence on socio-economic sphere. The practical part is focused on analysis of relation between educational sphere and indicators of the regional development, such as: net disposable income per capita, gross domestic product per capita, economic activity rate, unemployment rate, criminality rate and rate of violent crime. In case of net disposable income per capita and gross domestic product per capita was found correlation. The education structure has an impact on these macroeconomic indicators. Regarding economic activity rate and criminality rate, there was found a correlation but much less intensive than expected. In the last group of indicators, unemployment rate and rate of violent crime, there was not found any correlation whatsoever. In the practical part of the thesis was also examine that massive education is not an effective solution and an answer in case of solving all regional development problems. As much as important education is, without effective use of it this potential stays only as a potential and not as an output.

57 5. Závěr Toto téma pro svoji diplomovou práci jsem si vybrala zejména proto, že kriminalitu mladistvých považuji za zvlášť závažný problém. Samozřejmě některé faktory již předurčují budoucí kriminalitu mladistvých. V tomto případě se musí včas zasáhnout a zabránit mladistvému v překračování hranice zákona. Na základě informací ze statistik je možno konstatovat, že kriminalita mladistvých má spíše klesající tendenci. Mladiství se pak nejvíce dopouštějí majetkové kriminality. V každé fázi vyšetřování je třeba zohlednit výchovné působení na mladistvého, neboť smyslem trestního stíhání je nejen potrestat mladistvého pachatele za jeho trestnou činnost, ale rovněž i zabránit mu v pokračování jeho kriminální dráhy. Mladistvý si v této etapě svého života vytváří model svého budoucího chování. Jestliže včas pozná, že si zvolil špatnou cestu, v další části svého života se již vyvaruje takového jednání. Význam spatřuji také v tom, že s mladistvými mají jednat osoby, které mají zvláštní průpravu pro zacházení s mládeží. Takové osoby jsou schopné zajistit správné působení na mladistvého, poznat jeho osobnost a příčiny, které jej vedly k trestné činnosti. Z toho, co jsem měla možnost poznat během mé praxe na státním zastupitelství i během studia této problematiky, mohu konstatovat, že s mladistvými skutečně jednají...

Resolution of Road Traffic Delicts in Theory and Practice

Resolution of Road Traffic Offences in Theory and Practice The aim of my thesis is to analyze current situation in the Czech Republic in the field of road traffic offences resolution. The reason why I have chosen this topic is the fact that road traffic offences are an illegal conduct that you are very likely to come across every day, and, despite this fact, there is not much literature about it. Most road traffic offences are committed by a motor vehicle driver. In the Czech Republic, there are about 6.5 million driving license holders, i.e. almost two thirds of the Czech population. In my thesis I have focused on offences which are specified in section 22 of the Administrative Offences Act (No. 200/1990 Coll.), i.e. offences that are directly related to driver's behaviour on the road and which are very often capable of causing a traffic accident. The thesis is divided into six chapters, starting with a short introduction in Chapter One. Chapter Two introduces the principal sources of road traffic offences law. Chapter Three briefly explains which public authorities are involved in the resolution of road traffic offences.
