Influence of a competition on the price of the procurement in IT area.

This thesis deals with the public procurements of IT and observes the market, as defined in the category "computer and related services". The first part assesses the development of the market which is consecutively assessed from the perspective of the three largest players in this field. In the following theoretical part in the introduction deals with an outline of the changes which were caused by novelization of the Law on Public Procurement and continues as an analysis of the procurement process. In the last practical part with the help of regression analysis this thesis explores influences on number of bidders and influences on final price in comparison with the estimated price.

Selection of optimal variant of financing the investement engineering charakters

The subject of this thesis is to selection of optimal variant of financing the investment engineering characters. The theoretical part is focused on the possibilities of investment financing in the public sector, the issue of public procurement, risks arising from the financing of public procurement and state engineering in the south and west Bohemia. The benefit of the practical part will specifically identify funding options researched the project and recommend the optimal variant of its financing.

Proposal of Public Tenders Evaluation Procedure

The aim of this diploma thesis is to introduce the issues of evaluating public tenders generally and in a specific organization, to orientate in methods of multicriteria assessment analysis and by their means, to suggest suitable method of evaluating public tenders for the chosen organization. The theoretical part of this thesis deals with the description of the process of evaluating public tenders in the Czech Republic, as well as the explanation of multicriteria decision making concept and the description of methods of multicriteria assessment analysis according to the types of information required. The practical part provides the characteristic of the chosen organization, more precisely its divisions. It also provides the regulation that is followed by the organization when realizing competitive tendering. The analysis itself involves the overview of the tenders realized in the scope of activity of the chosen division in the period of five years, as well as the information on the used evaluating criteria. Out of this overview, the sample of the typical tenders is defined, on which the chosen methods of multicriteria assessment analysis are applied. The aim of this process is to assess the order of the variations after the application of the methods of multicriteria assessment analysis and the newly determined evaluating criterion, as well as compare the results with the originally given basic evaluating criterion. Point method, WSA method and TOPSIS method are used for the assessment. In the final part of this thesis, the recommendation on more frequent utilization of multicriteria assessment is suggested to the contract owner, more precisely using such criteria that would be more effective when using public funds.

Summary This work dealt with the problem of economic crime, with a focus on public procurement. The work is detailed history of public procurement and its impact on the proper and economical use of public funds. It assessed the current and previous legislation on public procurement. There are also addressed basic terminological concepts such as authority, the candidate, candidate, contractor, then the contract according to the subject, according to the default values, etc., and the procedure the contracting authority and tenderers, along with activities related to the award of public contracts. In the context of economic crime are listed in the work and dismantling some of the facts of crimes, including their characteristics. Economic crime is a reader here and described how, in relation to criminal legal penalties, as well as in relation to the impact of the economic situation for the State. External provision of local public services

This bachelor thesis is concerned with the external provision of local public services. The thesis is divided into a theoretical and practical part. The theoretical part describes public goods and their provision, efficiency and local public goods. Next is describes public procurement and existing researches of external provision of local public services in Czech Republic. The practical part describes chosen municipalities and own analysis of selected local public services. This thesis researched these services: communal waste, public lighting, undertaker, upkeeping of local parkway, public green and cleaning of wasterwater.

Application of Combinatorial Auctions on Public Procurement

The public procurement draws a lot of attention in terms of treatment with public resources. Unfortunately this attention has mostly negative character. The aim of this Diploma Thesis is to bring an untraditional overview on the processing of public procurement and introduce one of the modern ways of using auction mechanisms. Combinatorial auctions can, as it already happened in other areas, open new possibilities for contracting authorities and bidders who participate in procurement conducted in accordance with Czech legislation. Also this Diploma Thesis can be the inspiration for thought if the current rules for public procurement are in accordance with the best interests of contracting authorities and bidders. In order to present the application of combinatorial auctions on public procurement the mathematical model based on partially real data was compiled in software Lingo. The results of such model were used as the source for the effectiveness analysis of discussed topic.

Planning and implementation of construction project by the contractor

This thesis deals with the planning and implementation of construction project by the contractor. In the theoretical part, I wrote the basic concepts of project management, construction participants and temporal models of construction. Furthermore, I focused on the public procurement and its by tendering documentation. In the practical part I focused on a specific project, where I proposed an alternative course of the contract and the contract followed from its very beginning to evaluation.

Negative, defamatory and mocking political campaigns in the Czech Republic in the years 2006 - 2010 and their effects on public politics [THESIS TEMPORARILY NOT PUBLICLY AVAILABLE]

The phenomenon of political marketing entered - together with democratic political competition - the Czech Republic after 1989. Together with parliamentary elections in 2006 a strong negative election campaigns appeared. The parliamentary elections in 2007 proved a stalemate and they launched a long period of political instability. An unusually sharp and mostly negative election campaign proceeded in the Czech Republic continuously during the years 2006 - 2010. For the first time foreign advisory firms prepared strategies for the biggest political parties - ČSSD and ODS. The election campaigns were characteristic not only of mass enter of negativism imported by the foreign consultants, but also of a great number of anonymous mocking and defamatory political advertisements, the customer and the payer of which was unknown and unable to find. The negative campaigns then introduced both the question of ethical limits in the election marketing and of the harmful influence of opaqueness in contracting and financing the campaigns. The thesis is dealing with regularities of political marketing which got control of Czech political scene in 2006 - 2010, and it formulates hypotheses about the possible effecs of negative, defamatory and mocking political campaigns on the environment of Czech public politics.

The issue of public procurement financed by means of subsidies provided by the European Union

The thesis deals with the issue of public procurement financed by means of subsidies provided by the European Union. Its theoretical part concerns with public procurement co-financed from EU budget. This first part of my thesis focuses generally on explanation of basis terms concerning public procurement. Moreover, it outlines our national and European legislation and methods interfering in the process of public procurement co-financed from the EU budget. The thesis presents oversight bodies emphasizing the function of the Audit Authority. It pays attention to structural funds during the 2007-2013 programming period focusing on the Regional Operational Programme (ROP) North-West. The practical part concentrates on analysis and records of the most frequent mistakes in public procurement within the ROP North-West by means of analysing a sample of cases identified by the Audit Authority. The thesis uses the outputs in the form of a summary of most frequent mistakes in public procurement of the selected operational programme as the foundation for formulation of measures and suggestions for elimination of mistakes in public procurement and for recommendations on amelioration and efficiency improvement of the public procurement system.
