Evaluation and motivation in public administration
Vašíčková, Natálie ; Mitwallyová, Helena (advisor) ; Vláčil, Jan (referee)
The theme of the bachelor thesis is the evaluation and motivation of employees in public administration. The introductory part outlines the evaluation and motivation of employees on a general level, and then describes the specifics applicable for public administration. The practical part is focused on the evaluation and motivation systems used at selected institutions of public administration. It aims to assess these systems, suggest possible recommendations and find out whether the systems in use include modern management methods, such as evaluation interviews, competency models and regular system of employee evaluation as such. The research method consisted of interviews with human resources managers at selected institutions of public administration. Complementary information was obtained from materials created by these institutions themselves. All institutions of public administration are governed by Act No. 234/2014 Coll. on Civil Service, enshrining the evaluation of state employees. However, it depends on whether employees are evaluated formally, or if additional evaluation tools beyond the framework of the law are deployed, e.g. competency models. Officials of territorial authorities are subject to Act No. 312/2002 Coll., which does not explicitly define employee evaluation, yet employees are evaluated at many regional as well as local administration units. The results of the research survey confirmed that modern management methods are used in public administration and that the evaluation systems do not have any significant shortcomings.

Unconvential monetary policy adopted by ECB and FED in 2008-2015
Pörner, Marek ; Šetková, Lenka (advisor) ; Ševčíková, Michaela (referee)
The main aim of this thesis is to analyse the accomplishment of the goals set, namely those of the selected unconventional monetary policies approved by the Federal Reserve System and the European Central Bank in response to the last financial crisis. With the FED the attention is focused on Quantitative Easing, whereas with the ECB it is focused on the programmes called Enhanced Credit Support, SMP, OMT and EAPP. Important parts of this thesis are also the explanation of the transmission mechanism of the unconventional monetary policy, the evaluation of macroeconomic impacts of these non-standard tools, the comparison of procedures of the two monitored central banks, but mainly the analysis of selected risks related to those tools. The principal method was an empirical analysis supported by economic studies dealing with the issues mentioned above. In the thesis it was discovered that the individual goals of the monitored programmes were achieved (with the exception of the SMP). With the programme EAPP no conlusion can be drawn because the programme has not been finished yet. Nevertheless, these non-standard tools bring certain risks such as a creation of a bubble in the markets of assets, a redistribution of wealth, a spillover effect, etc. For that reason it will be possible to evaluate the overall effect of the unconventional monetary policies only after a longer time period.

Osvědčení jako schůdný mechanismus zajištění kvality v tranzitivních ekonomikách: důkazy, teorie a otevřené otázky
Ortmann, Andreas ; Svítková, Katarína ; Krnáčová, A.
In this article we discuss a form of enforcement that relies much less, or not at all, on the state, and that relies on the market only indirectly: Certification agencies force their members to reveal their (good) type through costly signals that can be “engineered” to induce a separating equilibrium. We discuss the viability of this system of enforcement in an environment where state and market have failed to deliver a satisfying degree of quality assurance (namely, fundraising), and also discuss related information systems and systems of quality assurance.

Balík, Pavel
The subject of this thesis is the comparison of reporting leases according to Czech accounting systems, International Financial Reporting Standards and the revised Exposure Draft 2013 from the perspective of lessee. The theoretical part presents analysed accounting systems and sets out their principles when reporting. Attention is paid to the harmonization of International Financial Reporting Standards with US GAAP and comparison with Czech accounting legislation. An equally important aspect of this section is the introduction of revised Exposure Draft 2013 and its impact on reporting of leases. The basis for the practical part of the thesis are two types of lease contracts provided by the selected company. Furthermore, entry into accounts is shown applying different accounting methods. Conclusion is drawn based on different accounting systems and an analysis of the impact on the company's financial statements is provided. In particular, it is the balance sheet and profit and loss statement.

The transformation of the hegemonic party: the case of Mexico
Mrvová, Lucie ; Němec, Jan (advisor) ; Paulenková, Kristína (referee)
In many countries there are several political parties in power. In some of them, however, one party is in a position of hegemony. Other political parties are prevented to exercise their real power and often act only as a parties creating an illusion of democracy in a state where it does not exist. The present thesis deals with the hegemonic party systems in terms of their origin and subsequent transition. The thesis is based on the hypothesis that changing the rules of the hegemonic party will lead it to lose its status and power. As a case study of the hegemonic party regimes serves political system in Mexico, Mozambique and Cambodia. The first chapter defines the notion of a political party, party systems theory and transition mode. The second chapter deals with the hegemonic party systems. The third chapter deals with the case of Mexico and its system of hegemonic party. Findings refute the validity of the above hypothesis, since in many countries, even after the successful completion of the transition, earlier hegemonic parties maintain their power and their electoral support is high.

Orienteering club support system
Buk, Jindřich ; Vojíř, Stanislav (advisor) ; Sklenák, Vilém (referee)
Nowadays, an increasing number of processes and life situations is getting IT support. Often the use of the Internet aims to accelerate and simplify existing processes. In addition, there is a big area of social networking that can be complementary. This thesis deals with the possibilities of using web technologies to support the running of a club and its subsequent development. Indeed, the club has the potential to simplify and automate many processes which previously have been carried out by someone in person. It has also a potential to use social networks for its publicity and development. The aim is to first determine what areas of the clubs operations are the most appropriate to be supported by any information system. Another objective is to find out how other clubs already integrate any information systems. The final objective is to design and create a specific application. The first two objectives are addressed through a survey among the leaders of the biggest Czech clubs. Indeed in these clubs, the use of automation and simplification of existing processes could have a great potential. The proposal for a specific application is then based on the previous survey and the field experience of the author. While serving many existing processes in running the club, the proposed application adds many elements of social networking.
