Report on the Environment of the Czech Republic 2021

The Report on the Environment of the Czech Republic (the “Report”) is drawn up every year on the basis of Act No. 123/1998 Coll., on the right to information on the environment, as amended, Government Resolution No. 446 of 17 August 1994, and Government Resolution No. 934 of 12 November 2014. It is submitted to the Government of the Czech Republic for approval and subsequently to the Chamber of Deputies and the Senate of the Parliament of the Czech Republic for debate. It is a comprehensive document assessing the state and development of the environment in Czechia from all aspects based on the data available for the year under assessment. The Czech Environmental Information Agency has been responsible for drawing up the Report on the Environment of the Czech Republic since the 2005 Report. The Report concept was revised in 2018. As a result, a detailed version of the Report is now prepared every two years, and in the intervening period the most important information on the state and development of the environment is published in concise form. The 2021 Report is one of those concise versions. Starting with the 2020 Report, the content concept and structure of the Report, based on the State Environmental Policy of the Czech Republic 2030 with a view to 2050, has been changed to enable the continuous assessment of its indicators and meet the set goals and priorities. The main areas are based on the State Environmental Policy 2030 (1. Environment and health, 2. Climate-neutral and circular economy, 3. Nature and landscape) and are framed by other topics central to the state and development of the environment (Planetary boundaries, Climate change in Czechia, Financing of environmental protection, Opinions and attitudes of the Czech public). The 2021 Report was discussed and approved by the Government on 14 December 2022 and then submitted to both parliamentary chambers for debate. Due to the reporting and processing methodology used, at the time the Report was being drawn up some data sets for 2021 were not available or the data were only provisional. Information on data sets (the reasons for their unavailability and future updates) for which 2021 data were unavailable at the time of publication is provided in the relevant chapters. The 2021 Report is simultaneously published electronically (https://cenia.cz, https://www.mzp.cz) together with the Statistical Environmental Yearbook of the Czech Republic 2021 and Reports on the Environment in the Regions of the Czech Republic 2021. The system of organization of public administration as a condition for the development of water management

The bachelor thesis deals with water resource management and is divided into two parts. The first part describes generally the significance of water itself and of water resource management, the respective legislative including. Water protection as an integral part of water resource management complex is mentioned as well. The organisation of state administration in water resource management is explained in details, including the legislative that is connected with water resource management in the Czech Republic and European Union. In the second part, activities of public administration are described as well as water resource management investments. For comparison, public administration organisation in water resource management in Israel is described.
Solving long-term drought and extremely high temperatures as a crisis situation in a chosen self-governing territory

The thesis deals with the topic of dealing with long-term drought and extremely high temperatures as a crisis situation in a selected local self-governing unit. Drought is characterized by slow development, combined with other adverse factors, such as extremely high temperatures, it belongs to the category of combined risks with a multiplier effect. Drought, depending on the length and intensity, can limit the function of critical infrastructure, lead to a threat to the health and lives of the population. It causes a number of disturbances and can result in a serious crisis situation. The aim of the thesis was to analyze the natural phenomenon of drought and extremely high temperatures in the administrative territory of the Vysočina region and to compare it with the situation in the administrative territory of the South Bohemian Region. Furthermore, the resilience of selected administrative districts and the approach of individual territories to dealing with possible crisis situations of long-term drought and extremely high temperatures are also under study. The data was collected through the study of documents, available legislation and especially a research investigation, which was aimed at experts of the crisis management department at the municipal offices of selected municipalities with extended powers. The data obtained was analysed, compared and, where appropriate, graphically displayed. The answer of research questions also led to the achievement of the objective. Part of the research is the calculation of the risk index, which made it possible to determine drought as an unacceptable risk for which it is necessary to constantly prepare and create other innovative ways to counter it in the future. The issue is very topical due to global climate change, and the use of the thesis can be seen in the form of created study support for crisis management experts, water management experts, as well as for the needs of the quality of the educational process at universities dealing with a similar field.

Zprávy o životním prostředí v krajích ČR jsou počínaje rokem 2015 (tedy počínaje zprávami o životním prostředí v krajích ČR za rok 2014) každoročně zpracovávány na základě zákona č. 123/1998 Sb., o právu na informace o životním prostředí, ve znění pozdějších předpisů. Zprávy o životním prostředí v krajích ČR se zabývají charakteristikou stavu a vývoje životního prostředí v jednotlivých krajích ČR, jejich aktuálními problémy, aktivitami a projekty ke zlepšení životního prostředí v kraji. Představují významný podklad informací pro politické činitele, odborné pracovníky státní a veřejné správy, i pro širokou veřejnost na národní a regionální úrovni. Zpracováním těchto zpráv je pověřena Česká informační agentura životního prostředí. Zprávy jsou zveřejněny v elektronické podobě (http://www.cenia.cz, http://www.mzp.cz).
