Diplomová práce se zabývá tématem řešením dlouhodobého sucha a extrémně vysokých teplot jako krizové situace ve vybraném uzemním samosprávném celku. Pro sucho je charakteristický pomalý vznik i vývoj, v kombinaci s dalšími nepříznivými faktory, jako jsou například extrémně vysoké teploty, patří do kategorie kombinovaných rizik s multiplikativním efektem. Sucho, může v závislosti na délce a intenzitě omezit funkci kritické infrastruktury, vést k ohrožení zdraví a životů obyvatel. Způsobuje celou řadu disturbancí a může vyústit až v závažnou krizovou situaci. Cílem práce bylo analyzovat přírodní jev sucho a extrémně vysoké teploty ve správním území Kraje Vysočina a porovnat se situací ve správním území Jihočeského kraje. Dále je také zkoumaná odolnost vybraných správních obvodů a přístup jednotlivých území k řešení případných krizových situací dlouhodobé sucho a extrémně vysoké teploty. Data byla sebrána pomocí studia odborných dokumentů, dostupné aktuální legislativy a zejména výzkumného šetření, které bylo zaměřeno na odborníky oddělení krizového řízení na městských úřadech vybraných obcí s rozšířenou působností. Získaná data byla následně analyzována, porovnávána a případně i graficky znázorněna. K dosažení cíle vedlo také zodpovězení výzkumných otázek. Součástí výzkumu je výpočet indexu rizika, díky kterému, bylo možné stanovit sucho, jako nepřijatelné riziko, na které je nutné se stále připravovat a vytvářet další inovativní způsoby, jak mu do budoucna čelit. Tako problematika je vzhledem ke globálním klimatickým změnám velice aktuální, a využití diplomové práce lze spatřovat v podobě vytvořené studijní opory pro odborníky krizového řízení, odborníky oblasti vodního hospodářství, i pro potřeby zkvalitnění vzdělávacího procesu na vysokých školách zabývající se podobným oborem. The thesis deals with the topic of dealing with long-term drought and extremely high temperatures as a crisis situation in a selected local self-governing unit. Drought is characterized by slow development, combined with other adverse factors, such as extremely high temperatures, it belongs to the category of combined risks with a multiplier effect. Drought, depending on the length and intensity, can limit the function of critical infrastructure, lead to a threat to the health and lives of the population. It causes a number of disturbances and can result in a serious crisis situation. The aim of the thesis was to analyze the natural phenomenon of drought and extremely high temperatures in the administrative territory of the Vysočina region and to compare it with the situation in the administrative territory of the South Bohemian Region. Furthermore, the resilience of selected administrative districts and the approach of individual territories to dealing with possible crisis situations of long-term drought and extremely high temperatures are also under study. The data was collected through the study of documents, available legislation and especially a research investigation, which was aimed at experts of the crisis management department at the municipal offices of selected municipalities with extended powers. The data obtained was analysed, compared and, where appropriate, graphically displayed. The answer of research questions also led to the achievement of the objective. Part of the research is the calculation of the risk index, which made it possible to determine drought as an unacceptable risk for which it is necessary to constantly prepare and create other innovative ways to counter it in the future. The issue is very topical due to global climate change, and the use of the thesis can be seen in the form of created study support for crisis management experts, water management experts, as well as for the needs of the quality of the educational process at universities dealing with a similar field.
