Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.
The duty to inform owed by municipalities in selected countries

Resumé Information duty of municipalities in selected countries In this thesis I have concentrated on the topic of transparency and openness of municipality bodies in the Czech republic, the Slovak republic and the Free State of Bavaria. The legislations in these countries have historically similar grounds, nevertheless, nowadays they show up many distinctions. My concentration was focused on the Czech legislation and legislative proposals, since the topics of open (digital) society, transparent politics and elements of direct democracy are being held as popular key words in the election struggles. The attempts of last three governments were heading almost to the same goals, showing that there is a need to adjust the processes of municipality bodies in terms of enabling citizens to participate and control easily the work of their representatives. These measures were meant to have the effect of decreasing the possibility of corruption at the municipal level. Obligatory publication of information

Duty to Publish Information (Abstract) I chose as my topic the obligation to publish official records, its legal grounds and connections with other areas. The analysis includes practical aspects and takes into account rapid changes in technology and the much slower development of ad- ministrative law institutes. In this frame I wanted to develop a procedural plan to make the public authority fulfill its duty to publish information, using legal means. I chose as my topic the duty to publish records, since I believe it to be the easist, most economical and effective way to make public records available to the citizens. This is currently a hot political topic, since new legislatation is being prepared in this area both in the Czech Republic and in the European Union, which is a response to the rapid technological progress. Nevertheless, the jurisprudence has devoted much less attention to the obligation to publish information than to disclosing the records upon a request to an individual. The Determinants of central banking transparency: An Empirical Analysis

This thesis examines the central banking transparency and financial stability communication. The main goal is to find the determinants of the updated Monetary policy transparency index and the index for financial stability trans- parency, which cover 110 countries during the period 2000-2011. We analyse the individual components of transparencies and perform regression models with the set of economic and political variables in order to find drivers of all aspects of transparency. As a basic observation we verified the increasing trend in both types of transparencies during last two decades. We found out that economi- cally well developed countries with flexible exchange rates, quality government and stable political institutions tend to be more open about their monetary policies. Moreover, high degree of monetary policy transparency and the occu- rance of past systemic banking crisis implies higher openness of central banks about financial stability issues. The drivers of Financial stability transparency index components display significant variations, especially variables like rule of law or past financial distress. Physiochemical Parameters of Ponds during Hydrological Year

Physiochemical Parameters of Ponds during Hydrological Year The aim of this Bachelor thesis was to use the obtained data for the assessment of these physiochemical parameters on growth of the carp. The obtained data and their influence on carp grow were compared with literature. The physiochemical parameters had measured on the 29th June, 16th July, 12th August and 4th October on the Dehtář pond. The followed physiochemical parameters were measured: concentration of oxygen (mg-l-1), temperature of water (°C), pH, transparency (m) and chlorophyll concentration (?g-l-1). It was used calibrated measuring device EXO2 and a Secchi disc. The pond was measured in two transects with focus on depth, inflow, outflow and feeding area. For better evaluation of the results it had included the continuous measurements data from Vltava River Authority, particularly the concentration of oxygen, temperature and light regime. The Dehtář pond is used mainly for intense fish-pond management. Fishery Hluboká manages on this pond. Stock of the pond is polyculture. Dominant fish is common carp, next for example grass carp, pike, pikeperch and catfish. The pond is regular fed, limed and fertilized. From those data, it has produced the spatial and temporal visualisation of basic physiochemical parameters in the pond. From the spatial visualisation follows that the quality of inflow water, depth of water, meteorological situation and position of feeding area had a significant influence on physiochemical parameters. From the temporal visualisation follows that the highest differences in our data were during temperature stratification on 29th June 2016. This day range of the pH was from 7.1 to 9.1. During the other days pH was just about 8. On 29th of June 2016 the range of the temperature was quite high. The temperature was from 19.8 °C to 24.8 °C. Oxygen deficits were very often on this pond. Oxygen deficits had big influence on the death of fishes. The concentration of oxygen went down under the limit values (0.5 mg-l-1) for 2 times during the Vltava River Authority measuring. The local places of low concentration of oxygen had located on the depth of 1.5 m for 25 times during the Vltava River Authority measuring. The Vltava River Authority regularly takes measurements on the Dehtář pond. It should be used for better management and for preventing the critical situation, particularly the drop of oxygen, which could harm the fish. It should be limited feeding, because of the often oxygen deficits.

1 Transparency of proceedings in international arbitration Summary The purpose of my thesis is to explore the concept of transparency in international arbitration. There are different types of international arbitration, characterized by different participants and naturally distinct aspects of procedure. One of these aspects is, according to my opinion, the said transparency of the proceedings. For the purposes of this thesis, I have decided to analyze the position of transparency in two major areas, namely in investment arbitration and in commercial arbitration, respectively. As the concept of transparency in international arbitration is only recently developing, there is much to be resolved. Thus, the state of the affairs with respect to the subject matter of this thesis is ambiguous and misty. The aim of my research is to describe the position of transparency in two basic types of arbitration and identify the reasons for different trends in this respect. The thesis is composed of an Introduction, four basic chapters and a Conclusion. Chapters are divided into subchapters and parts, respectively. Kocúrová, Z.: The things we /do not/ need /Graduation Thesis/ Praha 2012 - Charles University in Prague, Faculty of Education, Department of Art Education. Supervisor M. Sedlák. The aim of the graduation thesis is the relation of human and space in the context of philosophy, psychology, social history, art and education. The theoretical part is focused on open and closed space, on their relationship to basic human needs as safeness and solidarity. Individuals apply isolation and control to defeat their fears. The means of open architecture are connected with these issues as well. The second part of my work concentrates on my art projects inspired by the mentioned concepts. My installations, actions and cycle of photographs is described. The third part is focused on applications of these topics in the art teaching. Accountability of international NGOs

Diploma thesis concerns two current issues filling scholarly magazines in recent years. The first one is a discourse about the global civil society, its existence, definition and scope. Thesis maps the basic approaches and creates three groups of authors: globalists, skeptics and empiricists. The second issue is about the need of better accountability which arises after few scandals of global institutions in the early years of new century. The scandals didn't avoid the international non-governmental organizations. The diploma thesis summarizes few types of typologies of accountability and introduces the basic areas divided into the two groups: moral and political accountability and procedural and internal accountability. The research part of thesis comprises the accountability assessment of three branches of international non-governmental organizations: Amnesty International, Greenpeace and Hnutí DUHA - The Friends of the Earth. The goal was to find the appropriate methodology for assessing the national branches and verify it. The main result is the modification of an existing methodology of One World Trust organization and the finding that the organizations have the low rate of accountability.
New trends in international commercial arbitration

This thesis deals with the latest trends in international commercial arbitration. Specifically, it focuses on transparency in international investment arbitration and third-party funding in international commercial arbitration. The objective of this thesis is to provide a comprehensive interpretation of a gradual development of these trends and to also give potential Czech readers an idea about present hot topics in international arbitration coming mostly from foreign sources of bibliography. The thesis is divided into three chapters. The first chapter dedicates itself to defining arbitration in the context of various dispute resolution methods and provides its basic comparison to international arbitration. At the same time, it offers an insight into the advantages and disadvantages of this type of dispute resolution and it discusses the principles of confidentiality and privacy of arbitration proceedings. A comparison of ways to ensure autonomous services in public interest by municipalities with extended powers

The main aim of this work is to analyze approache of different methods providing public goods in the public interest by municipalities with extended powers in the Czech Republic. In addition to the characteristics of individual methods the work focuses on legislation, particularly the new regulation on public procurement under the Act no. 134/2016 Coll., On public procurement. The aim of this study is to compare internal regulations of local governments for the procurement of small scale, beyond what the law requires. It refers to the release of the required transparency in these processes and the associated increase in administrative burdens for procurers and suppliers of public procurement.
