Politico-administrative relations and politicization in ministries of Czech Republic

This diploma thesis explores the topic of politico-administrative relationships and professional literature. The first part of thesis is based on the theory of politico-administrative relationships using the models created by Aberbach, Rockman, and Putnam (1981) and focuses on the development of the relationships in time. The following part introduces the phenomenon of politicization and several important typologies that specify it and show the multilayer nature of this term - it uses the knowledge of the following authors: Peters (2013), Eichbaum and Shaw (2008) and Hustedt and Salomonsen (2014). In the next part, the thesis focuses on the Czech context of this issues, briefly summarizes Civil Service Act. And introduces its own qualitative research conducted on the sample of ministerial officials. The research reveals 4 essential issues which characterise the politico-administrative relationship and politicization in the Czech Republic. These issues are third parties in in politico-administrative relationship, the position of state secretary, issue of influenzability of personal structure of ministry and positive politicization. Third Parties and their programs in the US Political System

In the thesis we are going to examine phenomenon of american political system, the third parties and their agenda. The United States are a typical example of presidentialism and two-party system therefore the third parties are quite ignored topic. Even though, in some occasions, they are quite capable to stir up the results of presidential elections or to have an effect on the change in agenda of major political parties and, according to annual research by Gallup, 60 % of american citizens are inclined to the idea of strong third party in american politics. In our research we are going to concentrate on five american third parties and their agenda. The research is based on the theoretical approach to american major parties, which are, due to bipartism and first-past-the-post election system, forced to spread extent of their agenda to reach for large voter support in very diverse electorate. Third parties on the other hand are typical with their focus on a specific issue, usually ignored by both major parties. The influence of the controversial issues on (non)success of the Tea Party

The aim of the present thesis is to determine whether the Tea Party candidatesʼ attitudes towards selected controversial issues influenced their electoral success and the success of the Tea Party movement as a whole. The thesis consists of two parts, theoretical and empirical. In the theoretical part the author focuses on the historical perspective of the political and party system in the United States of America, bipartism and position of third parties in the system. It also includes a brief analysis of the Democratic and Republican parties. Next, the author examines the Tea Party phenomenon - its genesis, structure, purposes and ideals. The subsequent section deals with three controversial issues, i.e. abortion, LGBT rights, and race, which reflect an ideological cleavage among the american public. The empirical part presents a case study entitled The influence of controversial issues on the (non)success of the Tea Party candidates, which deals with attitudes of the House and Senate Tea Party candidates who won the 2010 congressional elections towards the above- mentioned controversial issues.
