Martin Nečaský, Ph.D., Department of Software Engineering Abstract: The objective of the thesis is to explore the possibilities of using Linked Data principles for publishing and sharing data on contracts of public institutions and their connections to related data in the public domain (eg. Business and trade register, register of contracts, etc.). Thesis presents the entire process of opening up contracts. Defines a data standard for open contracts and proposes an ontology for the publication of data on contracts and their interconnections. Furthermore, it designs and implements a platform for publishing contracts. The first part of the platform is a conversion module enabling the conversion of contracts stored in relational databases into RDF form. Employed are R2RML mapping techniques. The second part is a uniform repository that downloads data on contracts in Linked Data format. The third part is a web application that will make the data on contracts available to end users. The Act to Regulate the Register of Contracts - interpretation issues

This thesis deals with selected institutes of the Act No. 340/2015 Coll, to Regulate the Register of Contracts (hereinafter as "the Act"). The unifying criterion is their impact on entrepreneurial entities stated in section 2 subsection 1 of the Act. Selected institutes of the Act are contracts and information published in the register of contracts, legal entities by section 2 subsection 1 paragraph n) of the Act, the business secret as an exception of an obligation of publication and an exception of an obligation to published contract by section 3 subsection 2 paragraph q) of the Act. The aim of this thesis is to characterize these institutes in more detail and to find out possible interpreting ambiguities that concern them. It also attemps to offer their solutions with regard to the relevant specialised literature. The thesis is systematically divided into an introduction, four parts and a conclusion. Parts are further subdivided into chapters, subchapters and subchapters's points. The first part discourses about contracts and information published in the register of contracts especially focusing on private law contracts. The thesis describes the creation of the acquisition and analysis of data from the public register of contracts and other defined sources. In the introduction there are described the existing variants of scrapping tools and their use, as well as the problems of Business Intelligence and data warehouses. The next section is devoted to identifying source data. Subsequently, the procedure and design of the solution are described, on which basis was designed the data warehouse. Implementation of ETL processes and creation of final reports are mentioned in the implementation part.
