Nurses´opinion on regulation fees in public health care in connection with nursing care provided

This bachelor work is focused on regulation fees in public health care that sere introduced in the Czech Republic on 1/1/2008. The issue of regulation fees in public health care is a very delicate and discussed topic at present, still filling front pages of newspapers, magazines and television programs after almost a year. The work is divided into theoretical and practical part. The theoretical part lists the principles when the regulation fee is and is not to be paid. We mention also the protective limit and the office job related to collection of regulation fees. We describe the situation abroad to give an idea how regulation fees work in neighbouring states. The practical part of this work had three goals. The first goal was to find out how nurses perceive the introduction of regulation fees in public health care. The second goal was to find out whether the regulation fees affect the nursing care provided, and the third goal of our research was to find out what nurses consider the most problem-loaded area within the regulation fees. Those goals were met. Research questions were set on the base of the goals. How nurses perceive regulation fees in public health care, what they would like to change in the collection of regulation fees, what the provided nursing care should look like from the nurses{\crq} point of view and what they consider the most problem-loaded area within the regulation fees. The research questions were answered. Qualitative investigation, questioning method were used to process the bachelor work. The data collection was implemented in the technique of non-standardized structured interview. Our inquiry took place in the Nemocnice České Budějovice a.s. and the Nemocnice Strakonice a.s. hospitals. The nurses{\crq} answers were processed into twenty pieces of casuistic. The investigation took place in February 2009. The results of our bachelor work could serve as feedback for the hospitals where the investigation was implemented. Subsequently they could contribute to create a united form for collection of regulation fees, both from the point of view of payment and of office work. Further the results could serve to support cooperation between the patient and the health care staff. I would also suggest training events for health care staff so that they are able to master problem-loaded situations. For example how to approach a patient who refuses to pay the regulation fee. I would suggest regular training events also for ward sisters and head nurses in the area of legislation of regulation fees.

Inhabitants´ Opinions to the Health Service Problems in the Czech Republic The diploma thesis {\clqq}Inhabitants´ Opinions to the Health Service Problems in the Czech Republic`` deals with the problems of the Czech health service. The theoretic part treats of the definitions of the main terms, legislative framework, state health service policy, public health insurance, public finances reform and first of all treats of the new Act on Public Budget Stabilization n. 261/2007 Law Code, effective from January 1st, 2008. Recently there have been discussed the Czech health service problems within the context of publication of the health service reform. The implementation of the regulation fees evokes the atmosphere of disagreement and fear from financial non-capacity in the inhabitants resulting from the fees implementation on particular items of health care. It is necessary to realize that there have been health service problems all the time. But this situation doesn´t apply to the Czech Republic solely. Quite a number of states have to solve the problems and shortcomings of the health service system. To point out these problems, to find out the cause but first of all to find the ways to deal and eliminate problems should be the main objective of the state. The Czech health service needs badly the alternation. It has to tackle the 21st century challenges and at the same time to continue in european tradition which is based on the availibility of health care for all our inhabitants. There are no doubts that population ageing, new medical procedures, services quality requirements and the possibility of co-determination will lead to the significant changes of financing and organization of the health service all over the world. (18) The aim of the diploma thesis is to survey the ideas applying to the health service problems in the Czech Republic by the inhabitants over 18 years old living in Nachod region. In the framework of quantitative research there were used the questioning method (questionnaire) and the method of document analysis (the technique of secondary data analysis). The diploma thesis {\clqq}Inhabitants´Opinion to the Health Service Problems in the Czech Republic`` tries to illustrate comprehensive aspect of the general public to the Czech health service and challenge to study this problem.
Czech Households -- Their Incomes and Costs of Health

Theoretical part of work contains information on incomes, the reform of health service and different demographic and social-economic factors. The main goal of my work is to recognize the connection between the income of the Czech households and their consumer behaviour in the health service with regard to the chosen demographic and social-economic factors. The practical part contains the data from the Czech Statistical Office from 2000 to 2008. The analysis is carried out by means of different statistical methods (e.g. hypothesis testing). The facts recognized are represented by means of tables, graphs which make up the ground for the economical interpretation of the analysis results.

Impact of regulatory fee

This study is focused on the analysis of regulatory fee and its impact on the financing of health care system of the Czech Republic. The study consists of two parts. The first chapter describes the principles of regulation and the medical service from the economical point of view. Furthemore, it evaluates the reasons for regulatory fee and the impact of chosen factors on the health of population. The second part considers the influence of regulatory fee in Czech health care system. The problematics of solidarity between relatively healthy and seriously ill people is also mentioned there.
Reforma zdravotnictví: ponaučení z reformy slovenské?

Bakalářská práce na téma ?Reforma zdravotnictví: ponaučení z reformy slovenské?? se zabývá slovenskou koncepcí úprav zdravotnictví z roku 2005. Pozornost je zaměřena na jednotlivé reformní kroky a jejich dopady. Tento koncept je porovnán s plánovanou reformou zdravotnictví v České republice, která přichází v platnost 1.1.2008. Obě země se potýkaly se stejnými problémy ? zadlužování sektoru, nízký podíl soukromých zdrojů, nadměrná spotřeba zdravotní péče a zároveň také neustále rostoucí výdaje na zdravotnictví, jež jsou přesto nedostačující a nedovolují tudíž pružně reagovat na zvyšující se nároky na kvalitu zdravotnických služeb. Zmíněna je i demografická struktura České republiky, která činí tento problém aktuálnější, jelikož populace v České republice stárne a nároky na péči se tímto zvyšují. Cílem není najít optimální cesty, jedná se o komparaci, zda by Slovensko bylo vhodnou inspirací, případně v jakých oblastech by nedostatky českého zdravotnictví řešila lépe.
Zavedení regulačních poplatků ve zdravotnictví

Tato bakalářská práce zkoumá nejvíce diskutované opatření v rámci reformy zdravotnictví ministra MUDr. Tomáše Julínka ? zavedení regulačních poplatků u lékaře. Především se zabývá účelem použití tohoto opatření, tedy snahou zamezit nadměrnému plýtvání finančních prostředků ve zdravotnictví a zneužívání zdravotnických služeb ze strany pacientů. V teoretické části je jako příčina tohoto chování označena metoda financování zdravotní péče pomocí zdravotního pojištění a dále přiblížen koncept poplatků včetně jejich pozitivních a negativních důsledků. Analytická část demonstruje teoretické závěry o nadužívání v systému českého zdravotnictví a zkoumá konkrétní dopady poplatků zavedených na Slovensku v letech 2003 ? 2006.
The analysis of the health systems in the Czech Republic and Slovakia after the year 1993

The work deals with the analysis of the health systems in the Czech Republic and Slovakia in terms of the development of health care expenditures from 1995 to 2006. Attention is also focused on the characteristics of the health system, especially concerning the providing of health care assistance and its financing. The aim of the analysis is not to evaluate the effectiveness of the system, but rather to bring a picture of how the indicators of both countries which came out of one system have been developing and changing. The thesis includes the demographic structure of the population which plays an important role in the changes in the volume of funds spent on health care. Last but not least, the work points out the most significant changes in the health care reform to the year 2006.
The Health Care Reform ČR - What are their pros and cons?

My bachelor thesis is concerned with health care system of the Czech Republic. At the begining of this work, there is a short round up of elementary economic terms and problems, connected with providing health services. Second part is focused on the situation of health care system in the Czech Republic. It is concerned with its functioning, its contemporary situation, and its contemporary problems. Third part describes individual steps taken and specificities of the Czech reform conception of health care system and compares them with certain foreign experience. The thesis is, in its prevailing form, composed instrumentally, in order to form a wiew about potential impact of health care reform.

Předkládaná práce by měla poukázat na nejvýznamnější doposud provedené změny v českém zdravotnictví a zároveň je porovnat se systémem, který zde fungoval doposud, popřípadě se systémy fungujícími v jiných zemích. Nastíněna je zde i situace, ve které se české zdravotnictví nacházelo před účinností reformy a do jaké se následně dostalo. Dále jsou zmíněny minulé i současné problémy našeho zdravotnictví. Podstatnou částí práce je i obsah samotné reformy, u kterého je nutné brát zřetel i na možné budoucí změny, ke kterým stále může dojít. V závěru práce je porovnáním silných a slabých stránek, příležitostí a hrozeb provedena SWOT analýza. Ta je nedílnou součástí práce a z jejích výsledků je zřejmé, že ani reforma naše zdravotnictví nemusí zachránit.
