Methodical Approach to Evaluate the Efficiency of Road Infrastructure Construction using the PPP Projects

This diploma thesis analyses and elaborates a methodical tool for evaluating the advantage of realization of construction of road infrastructure in the form of a PPP project. Furthermore this tool is subsequent applied to a particular project. The introductory part summarizes the basic theoretical knowledge regarding the project financing in the form of public-private partnerships. In the following part, a methodological tool for comparing the value for money based on different methods of realization. In the last part of the diploma thesis, this methodical tool is applied to a specific project, including a basic feasibility study.

Big Data and governing climate change: opportunities and challenges

Climate change is one of the most significant global challenges that need to be managed; however, the current governance of climate change is not bearing the desired results. This thesis thus examines the opportunities Big Data-based tools offer for more efficient climate change governance. It provides an overview of the current state of play regarding climate governance and the way climate change is entering the realm of security. The study then introduces the concept of Big Data and, through two case studies, offers specific examples of Big Data applications in the context of climate change. It identifies several categories of Big Climate Data applications i) monitoring behaviour, perceptions and social attitudes, ii) monitoring markets and supply chains, iii) smart buildings, energy and smart cities, and iv) carbon monitoring and monitoring of natural conditions and changes. The thesis also highlights the main critiques and barriers these applications face, which include i) the lack of theoretical and methodological framework, ii) the issues of opacity, accountability, lack of transparency, iii) missing efficient governance system to employ the technology, iv) the complexity of climate and climate data, v) the environmental consequences of AI. An Evaluation of Water Supply Ownership in Europe

1 Abstract This thesis deals with the topic of effective ownership structures in the water supply industry in Europe. It gives background information on the types of ownership and the cooperation between public and private sector. Furthermore, it gives an overview of state regulation and the competetive nature of the water supply market and explains how the water is priced by the companies. The core of the thesis is the evaluation of performance and effectiveness of private and public entities in water supply. Past literature and research are discussed regarding the performance of each sector and the case of Italian water supply services is given leading to reasons for water privatization. This work further develops the effectiveness of public-private partnership with regards to water provision. Moreover the multiple regression analysis shows the dependence of water tariffs on privatization level, competition, the amount of the freshwater resources and volume of abstraction, and 'richness' of selected European regions. This gives a reasoning of water price setting and shows the influence of ownership on the level of the tariffs. The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.
PPP projekty v rámci města Brna

This thesis deals with the use of public-private partnerships by Statutory city of Brno when setting public projects. The first chapters summarize the theory related to these issues and assess the possibilities of PPP projects by the city. On the basis of the main goal, which aims to analyze the legal, economic and financial barriers impeding to wider use of PPPs by the city with the assistance of the verifying validity in the hypothesis: "PPP is an appropriate form of financing public projects for sports activities". Next chapters deal with the specific project Ponava waterpark. Within it there are then carried out appropriate procedures to achieve this goal and formulated recommendations to improve practice in the statutory assessment of PPP projects by the city.
Potenciál institucionálního prostředí v České republice pro realizaci PPP projektů

Public-private partnership (PPP) projects form a relatively new dimension of funding and implementation of public services. In just a few decades since their inception in the United Kingdom, PPP projects have spread to other highly developed economies and developing countries have tried to implement this concept as well. The concept of Public-private partnership (PPP) and its benefits and potential risks are explained through literature research. From the study of the risks involved I derived demands on the institutional environment that would minimize them. Follows an assessment of the condition of the institutional environment of the Czech Republic and its comparison with other countries. The current situation in the country is so inhospitable to this type of delivery of public services that the promotion of its implementation would, with a high probability, be associated with waste of public resources and delays in the implementation. The institutional environment of the Czech Republic appears to be problematic in terms of corruption, transparency, law, the state of public finances, existence of institutions and government support. At the same time by their very nature, many of these unfavorable parameters of the institutional environment cannot be changed with any one-off action, therefore it wouldn't be useful to try to determine the potential horizon of the Czech Republic's readiness to implement the concept of Public-private partnership.
