Direct Mayor Elections in Europe

The master's thesis "Direct election of mayors in the European experience" is dealing with the direct election of mayors, which is being used in more than a half of the European countries. The focus of the thesis is the trend and the impacts of the direct election of mayors. The purpose is to find out, if the direct election of mayors causes an increase in the voter's turnout, if there are cases of divided majorities under the direct election of mayors and if those are causing issues with the system functioning. Lastly, if the direct election of mayors is a trend which is going to spread into further countries. The first theoretical part deals with the phenomenon of the direct election of mayors, the leadership theories at the local level, typologies of local systems and brings a theoretical basis for the analysis of the voter turnout and divided majorities. The second part contains an overview of the European countries according to the direct or indirect method of voting for their mayors and also case studies of chosen countries. In the cases of England, Norway, Croatia, Poland, Italy, Austria and Germany the voter turnout, the frequency of divided majorities and the functioning of a system under divided majorities is analyzed. Direct democracy at the municipal level in the Czech Republic

The objective of the submitted diploma thesis is to analyze the subject of a direct democracy system in the Czech Republic focusing on the local level of governance. The possibility of being able to participate imminently in the municipal government and thus amending the current representative model became the subject of not only political discussions over the last few years. The thesis is composed of a foreword and five chapters, which are hereafter divided to subchapters for better transparency. Findings and author suggestions concerning the possible future forms of the local democracy are summarized in the conclusion. The introductory chapter presents the direct democracy in a theoretical way and shows how it differs from the representative democracy model. It also contains the definition of the five most respected forms of a direct democracy, which are: referendum, plebiscite, citizen initiative, petition and recall. Following two chapters are focused on the situation in Czech Republic, first in general, then with an emphasis on the municipal scene. Efforts to establish an individual form of a direct democracy can be observed already from the year 1918 with various results, new possibilities appeared later as Czech Republic had entered supranational communities. Direct election of mayors in the European experience

This rigorous thesis has been dealing with the direct election of mayors in Europe. Three hypotheses were postulated in the introduction. The aim of the thesis was to find out, if the direct election of mayors causes an increase in the voter turnout, if it comes to cases of divided majorities and if those are causing issues with local system functioning. Lastly I tried to find out, if the direct election is a trend, which is going to be spreading further. The factors of voter turnout and divided majorities were analysed in seven case studies: England, Norway, Croatia, Poland, Italy, Austria and Germany. In every case study I have compared the voter turnout in the mayoral elections with the turnout in the council elections. In the countries, where the election term was synchronised, the difference in the voter turnout was rather low. In most countries voter turnout in the mayoral elections was identical or lower than in the election of the councils. Only in North Rhine- Westphalia in Germany was the turnout in the mayoral election higher and the difference in the two turnouts was greater. Further I have analysed the voter turnout before and after the introduction of the direct election of mayors.
