Protection plan of landscape conservation zones

The cultural landscape is part of the world's wealth contributing to the consolidation of European identity (see Council of Europe Convention on Landscape). The protection of the cultural landscape is possible through the Institute of Landscape Conservation Zones (LCZ). Effective systematic protection and care of the cultural values of LCZ should be ensured with effect from 1.1. 2009, the so-called conservation plan, which entered the legislation by amendment to the Monuments Act No. 307/2008 Coll. (§6a). In connection with this legal arrangement, Decree No. 420/2008 Coll. of November 28, 2008, which establishes the requirements and content of the plan for the protection of heritage reserves and monument zones. However, the Institute of Protection Plan is not widely used to date, it is still a relatively unknown tool among the professional public. This could be changed by an amendment to Decree No. 420/2008 Coll. as amended by Decree 3/2023 Coll. effective as of 1 July 2023. The new wording of Decree No. 420/2008 Coll. makes it possible to fully protect the values (their essence) in the territory of the landscape conservation zone. The contribution presents the purpose, goals and meaning of the protection plan and presents the content of such a document in more detail, giving an example of the Náměšťsko LCZ, where the acquisition of a protection plan is currently underway, with regard to the amended wording of Decree No. 420/2008 Coll. Draft of protection plan in the territory of the Náměšťsko LCZ shows a significant shift in the hierarchization and differentiation of the approach to the application of binding opinions of the state conservation authorities.
Namestsko – the landscape of game preserves and forests

The landscape conservation zone of Namestsko is the one and only zone of this type in Vysocina. It is located between Namest nad Oslavou and Kralice nad Oslavou. The purpose of this contribution is presentation from the point of view of landscape, urban planning and architectural and determination of important cultural and historical values, spatial and visual links. The emphasis is on two game preserves, in Namest and Jinosov, and its values. They take up a big part of the territory. The landscape conservation zone is characterized by forest-field landscape, rolling landscape and valley of stream. The game preserve of Namest is also called Kralice, it is a natural monument and is the bigger of the two game preserves. The dominant feature is the classical hunting lodge Lusthaus and fallow deer breeding is typical here.The game preserve of Jinosov is connected to Schonwald castle and Jindrich Vilem, who transformed the original pheasantry into an English park. Both of game preserves are a composed landscape. There are many forest aisles, visual axis, cultural monuments and other typical values for a game preserves. These are, for example, enclosure walls, pillar gates, orangeries, sheepfolds, gamekeeper´s house, feeding-racks. The landscape complex is completed especially by the ponds, the watering holes, Both of game preserves are dominated by mixed and broadleaved forests.with beeches and oaks.The game preserves are perceived mainly as natural areas with a historical context.Their signifikance is completed by individual signs, which are proof of the cultural and historical life of this part of the landscape.

The bachelor thesis deals with the updating of the proposal design of landscape heritage area Netolická obora, its problems and possibilities of its protection. We focused on the current situation and surveved the territory of the study area for significant landscape features. The proposed methodology and the created project form the basis of the application for a subsidy for the renewal of the KPZ Netolická obora.

This bachelor thesis deals with problematics of landscape conservation areas, especially possibilities of their protection and measures leading to their improving. It represents legislative tools, methodology and possibilities of financial support of landscapes protection and revitalization. The thesis describes national legislation as well as international convention and constitution. Village Bítov and its surrounding was chosen as a studied area related to conservation landscape Vranovsko-Bítovsko. There was created proposal of adjustments for this landscape based on research of its conditions. There are also some details of design for several cases of these adjustments.

This thesis is a base work for a grant application focusing to create a registration of the landscape conservation zone Trhovosvinensko (South Bohemia, the Czech Republic). The aim of this document is to summarize the historical, cultural and natural information about the heritage area necessary for the announcement of the landscape conservation zone. The project covers the basal mapping of the territory from the perspectives of historical, cultural and natural heritage.
Identification and conservation of landscape with significant cultural and historical values: landscape conservation area Čimelicko-Rakovicko

The aim of the thesis is to identify cultural and historical values of the landscape conservation area Čimelicko-Rakovicko as well as to assess risks threatening valuable elements of the area with the help of land-use planning documents. The thesis includes also assessment of the area and suggestions for further development of the area and protection of the cultural and historical values of the landscape. In the introduction, the aims of the thesis are presented and hypotheses are established, followed by the description of the model area (location and formation of the landscape conservation area, natural conditions, historical development of the area). The key chapter is devoted to defining various cultural and historical phenomena their description and evaluation with help of landscape planning documents. Afterwards, suggestions for development of the landscape conservation area and protection of its significant features are presented. These suggestions are developed further in proposal of educational (nature) trail. The final part contains analysis of the results and evaluation of the hypotheses. The thesis includes also tables, maps and photographs taken during the field survey.
Methodology of Landscape Conservation Zones' Impact Assessment

The methodology defines a procedure for the landscape conservation zones' impact assessment. The method is based on a precautionary principle and is designed so that would be possible to prevent heritage area from negative irreversible impact on the landscape cultural and historical values. The methodology is intended for the experts and competent staff of the National Heritage Institute responsible for landscape conservation zones planning and management.

Methodology of Monitoring of the Landscape Conservation Zones

Cultural landscape presents with its diversity and uniqueness a significant part of the natural and cultural heritage of human society. They are the Landscape Conservation Zones (LCZ) are currently the only legal category, through which the state heritage preservation may enter the field of protection of unique historical cultural landscape. Basic problem of the current management of the Landscape Conservation Zones is an absence of systematically designed, structured and standardized system of area conservation, management and planning including aspects of identification and evidence of the landscape values and methods of landscape quality monitoring. The guidance presents main principles of the suitable monitoring indicators and way of the landscape heritage assessment in the Czech Republic. There is the special emphasis is put on indicators describing changes of the land use pattern, landscape visibility and effectiveness of the planning tools.
