Methodical Approach to Evaluate the Efficiency of Road Infrastructure Construction using the PPP Projects

This diploma thesis analyses and elaborates a methodical tool for evaluating the advantage of realization of construction of road infrastructure in the form of a PPP project. Furthermore this tool is subsequent applied to a particular project. The introductory part summarizes the basic theoretical knowledge regarding the project financing in the form of public-private partnerships. In the following part, a methodological tool for comparing the value for money based on different methods of realization. In the last part of the diploma thesis, this methodical tool is applied to a specific project, including a basic feasibility study.
Decision Making Process in PPP Projects

In master´s thesis I deal with analysing of decision-making in PPP projects and searching for an optimal solutions. On an example of hypothetical project there is shown a decision making process which consists from three main parts: cost evaluation, revenue evaluation and risk identification. The result of this analyse is based on a public sector comparator where you can demonostrate suitability or unsuitability of particular PPP offers coming from private sphere.

Selection of quantitative and qualitative methods for comprehensive evaluation of PPP projects

Abstract Dissertation deals with theoretical concepts and providing the basis for the use of forms of financing and acquisition of public goods and services through partnerships between the public and private sectors, as well as PPP (Public Private Partnership). Suitability PPP project in this work is assessed primarily in terms of developing a new methodology for evaluating projects. The theoretical part of the thesis aims to clarify the issue of PPPs in the context of regional and local regional development theories, principles and mechanisms of PPP legislative and institutional backing of the PPP, clarify the distinction between PPP and public procurement procedures and current assessment of PPP projects. The practical part focuses on the development of a methodology using a selection of qualitative and quantitative methods for evaluating investments and to form a complex output that will clearly and distinctly testify about the appropriateness of using the PPP method. For this purpose it is used in work processes, which are normally used for business valuation-generators values, property valuation, yield valuation, valuation based on market analysis, combining technologies and their incorporation / recast in the current assessment methodology, which is based on a Public Sector Comparator and determinants of value for money

This dissertation deals with the economic evaluation of Public Private Partnerships (PPP) projects. Generally, PPP projects are evaluated using the evaluation methodology, which is called Value for Money (VFM). The aim of this dissertation is to propose some changes in the Value for Money methodology, which is used in the Czech Republic. All proposed changes should lead in to more frequent PPP realization in the Czech republic, whereas there should be no reduced requirements regarding the economic efficiency of this kind of projects. The Value for Money demonstrates the difference between two ways of project realization. The first one is conventional public procurement project, which is based on the separation of financing and providing of design, construction, operational and maintenance phase of the project. The second way is the Public Private Partnership project, where one private subject, in principle the Special Purpose Vehicle (SPV), provides all the project phases mentioned above. That means the PPP projects are usually very large, expensive and long-running. Value for Money methodologies are used in many countries, where the PPP projects are prepared and realized. Of course, the methodologies differ based on the legislative, institutional and economic environment. In the Czech republic the VFM methodology was created and published in the 2008. But the utilization of the methodology is very marginal. That means there are very limited experiences, which allows changing the methodology without causing enormous costs for submitters or advisors. All the proposed changes are formulated based on provided research. The research consisted in the analysis and comparison of Value for Money methodologies in selected countries and in the determination of key Value for Money drivers in PPP projects in the Czech republic, which allows identifying the specifics and specialties of Czech PPP market. Using these outputs some changes were formulated. The most important and fundamental changes are the change of the structure of the evaluation methodology, the change in the qualitative evaluation questions formulation, the change in the quantitative PSC methodology and the changes in the legislative environment.

A Study of the Feasibility of the PPP Project

The thesis explains the formation of the PPP project feasibility study as an essential document in the preparatory phase of the project lifecycle. Its closer focus is on the economic evaluation of the investment project implementation using the PPP compared to the implementation using public procurement. The practical part refers to a specific example of calculating of the public sector comparator that is compared with the referential project and a value of money is determined as an indicator of profitability of both forms of implementation.

Government of Czech republic approved in May this year concession project in two pilot PPP projects, which opens up new possibilities of implementation and the provision of costly public goods in the Czech Republic. In his thesis, I will refer to the use of methods of public-private partnerships in the implementation of individual projects in the Czech Republic. In the theoretical description for the situation it is appropriate to this method (including the exact type) to use as a stage where it is better to use the method of procurement. Furthermore, I will give a legislative framework of PPP projects in EU countries and selected non-member countries. The practical part is focus on specific PPP projects that are in the Czech Republic are beginning to realize and I assess their risks, advantages and disadvantages in comparison with the already carried out projects in abroad and it is not convenient to deal with such projects through public-private partnerships. The aim of this thesis is to clarify the existing conditions of the possible impact on use of the PPP
Creating of PPP in Czech republic

PPP is a generally accepted way of ensuring public services or public infrastructure on the basis of long-term contractual relationship, where public and private sectors share mutual benefits and risks resulting from the effort to secure the public infrastructure or public services . According to the current financial crisis, I think that the issue of PPP projects will be more important not only in the area of the Czech republic, but also in the whole world. The public sector is for the private partner reliable contractual partner. In a situation where is a lack of orders, we can expect that implementation of PPP projects will increase. Any PPP project was successfully completed in the Czech republic, the reason can be insufficient information, political and legislative support.
