The theme of population protection nowadays is very actual. It shows, that the average citizen of the Czech Republic is not able to protect his property, health nor life in the case of an emergency. This thesis examines on the readiness of the population in the case of accidents involving hazardous chemical substances in the past and nowadays and offers a comparison with other countries. The main part focuses on the guide for protection against hazardous chemical substances, according to which even an uninitiated person can orientate in the crisis situation and respond accordingly.

This thesis aims to protect populations in chemical accidents. The introductory chapters present basic concepts related issues, basic terms on hazardous chemicals and their markings. You can also find here case studies of chemical accidents from the past compared to he present. It is important to note the consequences of accidents that can affect all sorts of situations. Regarding the issue of protection of the population, there is an overview of suitable means to prevent these dangerous substances, which continues to guide how to behave in case of an accident. This guide should be beneficial to anyone who is in the emergency planning zone and is therefore more vulnerable. At the end of this thesis we can find the state of readiness assessment and proposals to improve the situation.

The availability of individual protection devices among inhabitants in the zone and outside the zone of the emergency planning zone

Thesis topic is "The availability of individual protection devices among inhabitants in the zone and outside the zone of emergency planning zone." The theoretical part provides an overview of the historical development of the protection of the population from 1935 through to civil protection in the Czech Republic. Another subsection includes a legislative framework for the protection of the population, where you find the individual legislation that relates to protection of the population and implementing regulation to these laws. Furthermore, the work is divided into individual means of protection that are crucial for this work. After the next chapter there are chapters which deal separetaly with plans for individual protection, which can be found in the regional emergency plan, in the external regional emergency plan, in the external emergency plan for building with dangerous chemical substances and also in the internal emergency plan for the building with dangerous substances and also this chapter mentions about internal emergency plan for nuclear equipment and equipment IV. category. In the second part is formulated a research question which is: "What is the readiness of the population in the vicinity of Temelin nuclear power plant in case of nuclear accident within the framework of civil defense?" Firstly there was a pilot study, whose task was to determine whether respondents understand the questions and are able to answer them. This study was conducted in September 2015. On its basis there has been a change in the order of questions and change in the wording of one question in the survey itself, which took place in May 2016. Both questionnaires 25 questions which investigated basic information about the respondents, followed by questions which related to the protection of the population, individual protection of people and the extempore protection. Survey results are analyzed in chapter "3 Results" with the help of graphs and the results of the pilot study are presented in chapter "3 Results" They are shown in the table where the individual questions with the answers of percentage of respondents. Followed by the evaluation of the results with the help of statistical surveys and with the help of method 2-tests of good conformity to assess dependency of respondents' answers that are examined in the context of statistical surveys and pilot studies. To evaluate the awareness and the availability of means of individual and improvised protection and success rate has been assigned of 80 % of correct answers. The results show that the overall awareness reached 23 % and the overall facilities, and individual means of improvised protection is 0 %. Hypothesis no. 1, which reads: "The population in the emergency planning zone and outside of the recommended manners of behavior when an extraordinary event with special emphasis on individual means of protection reaching 80 % of correct answers" was not confirmed and vice versa hypothesis no. 2 which reads: "the population in the emergency planning zone and beyond about the recommended manners of behavior when an extraordinary event with special emphasis on the individual and improvised means of protection does not depend on the location of the respondent" was confirmed. The results of this thesis will be used to enhance public awareness in order to learn how to use extempore equipment to protect themselves.

Individual protection of citizens during the emergency event in the Břeclav region In today´s society a permanent need of sophistication dominates. Common citizens try to acquire the most possible information on all sources available for them. Despite of that there is increasing the number of people, having a sufficient amount of information on the risks, endangering them, however, they do not realize the fact that they are able to prevent a lot of them. From the recent years´ experience I can see how the people´s knowledge in the personal protection sphere is still decreasing. As they are not aware of warning signals, they do not know how to act subsequently and this may have unforeseen subsequence for them. Today and every day the emergency events endanger us, whose course cannot be influenced by us in any way. Most of them appear suddenly, without a preceding warning. Unfortunately we live in the era, when we are threatened not only with the factors within our country, but here is still the actual threat of attack from somewhere else. In our own interest it would be to have the most possible extensive information and knowledge of events around us. Proverb ?To be ready not to be endangered? does not apply so completely, but it is certain that readiness is an important element to survive with minimum damages in property and life. In this thesis there will be summarized the emergency events, endangering us to the most and the related risks for citizens. From this starting point the entire work will proceed, which refers predominantly to individual risks and protection, which can be obtained by a man all by himself. By means of a questionnaire survey there will be ascertained the level of people´s knowledge in the sphere of events during the emergency actions and individual protection.

Inhabitants Protection in Case of Release of Dangerous Chemical Substances

In the consciousness of the inhabitans of the Czech Republic, first of all extraordinary natural events of catastrophic character as floods, fires and an important phenomenon today, windstorms, remain. However, in the last decades, as a result of the development of economy, we are surrounded more and more by chemical substances, becoming a part of our lives which can cause the occurrence of extraordinary situations, for example during the storage, transport or their usage. They can influence us first of all by the occurrence of possible accidents. For this reason, the goal of this thesis is to elaborate a comprehensive survey and a more detailed characteristic of the most frequently applied or through chemical terrorism misused dangerous chemical substances. The system of the protection of inhabitants in the Czech Republic, the tasks of citizens as well as bodies of the public administration, the way of protection financing, co-operation on the international level as well as of individual components of protection of inhabitants as e.g. warning and announcing, evacuation system, emergency survival, shelters, decontamination, individual as well as unpremediated protection are described here. The knowledge of the public in that issue as well as differences in knowledge between intentionally selected age categories were established by means of a questionnaire.

The Security of Facilities Handling with Danger Materials and The Action of The Police of The Czech Republic Bodies in The Emergency Planning Zone During The Danger Material Release in Čepro a.s. Facility, Včelná Storage

This work deals with the danger connected with handling with the dangerous materiále, the condition of thein transport and storage. There are mantioned the characteristics of the particular materials and their dangerousness as well as the possible civilian protection against the effect of these materials, especially the individua protection. There is also analyzed the protection of the Čepro a.s., Včelná storage facility , described the possible risks of the rise of a emergency threat connested with the danger materials release, forms of the possible release a their cause. The work also defines the definition the emergency planning zone and analyzes the action of the Police of Czech republic bodies in case the emergency planning zone is demarked. There are proposed the actions dealing with the protection of the Čepro a.s., Včelná storage facility in case of the possible terrorist attack and analyzed the probability and the possible ways of the terorrist attack performance.
