The diploma thesis specializes in financial management of state-funded institutions established by territorial autonomy, with focus on primary schools. The thesis is divided into theoretical and practical part. The theoretical one describes state-funded institutions and analyses system of financing elementary education in the Czech Republic. Practical part applies the theory on a specific case of primary school. Primarily with focus on financial flows from the state and municipal budget as a founder of the primary school. I also analyse alternative ways of funding, which are gained through own activities (e.g. EU structural funds). The final part includes the plan of financial optimization of this primary school.

The bachelor thesis deals with the impacts of the reform of financing regional education in the first months of functioning. The issue is researched at high schools in the district of Břeclav. First, the basic concepts are clarified which relating to the public sector, public goods and public finances. The thesis describes the system of financing before and after the reform. Finally, the initial effects of the reform on selected high schools in the district of Břeclav are identified.

TITLE: Analysis of operating costs in primary schools according to the details of selected metropolitan districts on the territory of the capital city of Prague. AUTHOR: Eva Štrobachová ABSTRACT: In my final paper I focused on the analysis of operating costs in primary schools according to the details of selected metropolitan districts between 2008 and 2010. The theoretical part introduces and describes the status of education within the public sector, defines the concept of an organization receiving contributions from the State budget and describes the way of financing the organization by its founder. It also mentions the relevant laws. Attention is paid to the question of establishing criteria of rationality of costs for submitting proposals of operating budget by school directors to the founder. The aim of this bachelor's paper is to compare the structure of operating costs in primary schools, monitoring of the indicators, the procedure and system of distributing contributions from the founder of the schools as well as to suggest possible solutions leading to a higher effectiveness of drawing up operating budgets of primary schools. This bachelor thesis contains a created business plan for the establishment of a private primary school. First, a reader is introduced with aspects of the education functioning in the Czech Republic, including its financing way. Then, an analysis is made of the selection of a suitable regional city for a private primary school establishment, using the standard method used in order to evaluate public contracts. The most ideal values were achieved in the Ústí nad Labem town, where the business plan of a private primary school was applied. The business plan includes an analysis of this city´s social environment and the chosen marketing mix of the primary school. Finally, a financial plan is created based on the opening balance sheet and profit and loss statements for the following three calendar years.

The work is focused on funding of secondary public schools in the Pardubice Region. The aim of this work is to evaluate sources of funding for secondary public schools in the Pardubice Region and propose recommendation for funding the Secondary industrial chemical school Pardubice. Horizontal and vertical analyses were used to analyse this school. The supplementary activity of the school was evaluated by the profitability indicator. The result of this work was recommendation for a particular school.

Financing of primary education in the Czech republic

The topic of my bachelor thesis is the financing of primary education in the Czech republic. The thesis is split into three parts. The first part describes all types of schools and their legislation. The second part deals with the financing of education focusing on regional education and describes the planned reform of financing of regional schools. The third part is a case study of a selected primary school. The study consists of basic information about the school, analysis of income and expenditures and the school´s financial management in the years 2011-2016 with detailed focus on 2016. Based on these numbers, it further considers the relationship between the number of students and funds allocated to the school.

Financing secondary education in the Czech Republic - Case study

This bachelor´s thesis focuses on the way of financing secondary education in the Czech Republic. The main aim is to describe current regional education financing, where secondary schools are included. Than follows description and analysis of sources of financing two selected secondary schools with their mutual comparison, evaluation of specifics and recommendations. These schools have been evaluated: SOŠ a SOU Vocelova Hradec Králové a SPŠ stavební Hradec Králové. The thesis consists of three parts. The first one deals with a general theory of education within the economic theories. In the second one there was defined the structure of the educational system with its legislative basis and redistribution of finances through the national and regional norms. The third part analyses financial resources of schools, check up on them via the calculation indicators and puts forward recommendations at the end.
