Housing market and Risk of Homelessness in the Czech republic

Martina Mikeszová : PHD DISSERTATION - HOUSING MARKET AND RISK OF HOMELESSNESS IN THE CZECH REPUBLIC. ABSTRACT The PhD dissertation focuses on the theme of loss of permanent housing together with the problematic of housing affordability in the Czech Republic. In the first part, the objective is to identify the types of households potentially at risk of being unable to afford housing since 2000, and to trace the development of regional differences in the percentage of at-risk households in the Czech Republic. In the regard to the end of deregulation process in recent years, the analysis of housing (un)affordability of "market" rent housing shows the possible social consequences of the process. Owing to the absence of useful aggregate data on incomes and expenditures for different household types in the regions of the Czech Republic, the alternative data sources and the simulation methodology for measuring housing affordability which combines available regional wage statistics and data on market rents were used. The results indicate that the general risk of being unable to afford rental housing and regional differences in housing affordability are both decreasing. Social aspects of housing in the Czech republic

This diploma thesis deals with housing policy and rent housing in Czech republic. First basic terms of housing and consequences of rent housing are described. The second chapter concentrates on the rent housing, in detail particular kinds of this sort of housing are described. The third chapter introduces historical development and reasons of rent restriction in Czech republic. The next part concentrates on the development of law and conception documents in the field of housing policy and current legal form of rent housing. The last part analyses financial availability of housing, it presents the development of restricted rent prices and introduces the prediction model of impacts of rent liberalization applied on the law of unilateral increase of rents. It suggests also possible compensations of these effects.

Státní podpora vlastnického bydlení

Státní podpora vlastnického bydlení je zaměřena v České republice na podporu bydlení na poptávkové straně, tedy převážně na podporu stavebního spoření a hypotečního úvěrování. Pojem bydlení je vysvětlen obecně a charakterizuje bytovou politiku dle jednotlivých forem bydlení. Zhodnocen je i vývoj bytového fondu v České republice, z kterého vyplývá, že bytová výstavba neustále roste. Jednotlivé formy bydlení můžeme rozdělit na bydlení v osobním vlastnictví (vlastnické bydlení), družstevní bydlení a nájemní bydlení, které můžeme dále rozčlenit na soukromý a veřejný nájemní sektor a neziskové nájemní bydlení. Bydlení by mělo být finančně dostupné pro všechny domácnosti a výdaje za bydlení by neměly neúměrně zatěžovat důchod domácností. Za zdroje financování bydlení můžeme považovat hypoteční banky, komerční banky a stavební spořitelny, které nabízejí širokou škálu produktů k financování bydlení. Nástroje státní podpory bydlení dělíme na poptávkové a nabídkové. Nabídková strana je zaměřena na podporu investorů (obce, kraje) a nízko a středně příjmových skupin obyvatelstva prostřednictvím vládních subvencí a dotací. Poptávková strana se soustředí na podporu spotřebitelů, kde je státem podporováno vlastnické bydlení prostřednictvím individuálních subvencí. Státní podpora je zaměřena na podporu hypotečních úvěrů, stavebního spoření, ale je poskytována i nepřímo prostřednictvím daňových úlev. Jednotlivé instituce se předhánějí v nabízení produktů ze stavebního spoření a hypotečního úvěrování, díky nimž lze financovat vlastnické bydlení.
