Bilingual schools and European projects

The theme of this dissertation thesis is the relation of bilingual education and educational projects aimed at European issues. The research part was conducted at bilingual upper secondary schools in the Czech Republic, Germany and Great Britain (Wales). In the thesis the themes such as European politics, intercultural dialogue, international peace, human rights, humanitarian aid and language education are primarily included into European issues. The empirical research was deliberately realized at bilingual schools, where the instruction is delivered throught the medium of two languages. With regard to this fact a frequent participation at educational projects with European focus (European projects) was anticipated at these schools. European projects are often interconnected with the laguage studies. In recent years education projects have been an important part of the curriculum in Czech, German and British environment and they play a vital role in education context. Effective Partnership: Partner projects of nonprofit organizations

This thesis deals with the principles of partnership between Czech non-profit organizations. This topic draws on the research of twelve high-impact American non-profit organizations which was carried out by H. McLeod Grant and L.R. Crutchfield in 2007. On the example of the civic association's Koalice nevládek Pardubicka (KONEP) work, the essay tries to apply partial outcomes of this research on the Czech environment, to find common aspects and different elements of the partnership principle, and to introduce a succesful way of its implementation. Through the means of analysis and description of concrete projects and activities of Koalice nevládek Pardubicka organization, this essay presents the benefit of the partnership principle for non-profit organizations and community development itself, and seeks to show its importance in the life of civil society.
"On y va - auf geht's!" - Franco - German cooperation within common european projects.

Relations between Germany and France have always been complicated, accompanied by numerous armed conflicts and grudge of two nations against each other. Today, neverthless, we are seeing a completely different relationship between the two neighboring states. The situation in a changing world after the 2nd World War until the late 20th century, and primarily western European integration, determined the future character of the Franco - German cooperation. It took several decades, it has been signed a large number of contracts and made countless discussions about the future shape of Europe, so that the relationship of France and Germany moved forward in the direction of peace and partnership. However, the cooperation on the political level is never enough to make two nations to be reconciled and find common language. Over time and with the development of democratic values in two European countries during the second half of the 20th century, it began to emerge organizations which are active in diverse fields of public welfare and promotion of the international cooperation. There were established specifically focused institutions for the Franco - German cooperation. This work will occupy with the Franco - German cooperation on the civil level, which takes place through projects organized by public welfare organizations. One of such projects is "On y va - auf geht's!" (meant: "let's do it, let's do something to change"). This project illustrates and describes how the current cooperation works and what role it plays in the Franco German coopertaion.
Measuring the effectiveness of e-government

This paper describes problems of eGovernment and proposes way to measure e-Government services. Described is the state of the Czech eGovernment in detail to selected projects and in international comparison. The description shows that the development is still ongoing, but in a much slower pace than in the electronically advanced countries. Main identified problem is inconsequent strategic management and resortism, which is constraining deployment of cross-resort projects. Based on the description of the current situation and on the international experiences, author offers specific recommendations to future development of the electronization of public administration in the Czech Republic. In response on management problems is in this paper proposed and tested methodology for measuring the effectiveness of e-Government services. This methodology is an objective procedure of measuring the effectiveness of e-services which is providing feedback for service providers. Testing of methodology evaluates three services from taxation agenda and highlights their weaknesses, including the proposal of corrective solutions.
