Empirical Evidence from Central and Eastern European Countries

Excessive credit growth is often considered to be an indicator of future problems in the financial sector. This paper examines the issue of how to determine whether the observed level of private sector credit is excessive in the context of the “countercyclical capital buffer”, a macroprudential tool proposed in the new regulatory framework of Basel III by the Basel Committee on Banking Supervision. An empirical analysis of selected Central and Eastern European countries, including the Czech Republic, provides alternative estimates of excessive private credit and shows that the HP filter calculation proposed by the Basel Committee is not necessarily a suitable indicator of excessive credit growth for converging countries.

Regulatorní arbitráž pod úmluvami Basel

Bachelor thesis deals with the phenomenon of regulatory arbitrage. The work seeks to identify opportunities for regulatory arbitrage under Basel I and Basel II accords. The aim of the thesis is to determine whether banks engaged in regulatory arbitrage, and how it affected the financial system. In examining regulatory arbitrage, it was found that the Basel I and Basel II provided a potential for regulatory arbitrage, and banks did not hesitate to engage in it. The thesis identifies that the main problem of banking regulation is the change in incentives of players in the financial markets leading to regulatory arbitrage, and consequently to a greater concentration of risk in financial markets. The work suggests a creation of the fourth pillar of the Basel accords, which would provide rules for bank resolution mechanisms. Thus, it tries to alleviate the problem of moral hazard currently present in the banking system.
Banking regulation with the focus on the goals and the parts of this regulatory concept

The bachelor thesis deals with an actual concept of banking regulation and supervision. The main focus of this work is on the goals and the parts of this regulatory concept. These regulatory parts are analyzed in order to gain an outline of their sufficiency. In the case they are analyzed as insufficient, I add some recommendations how to improve them in my own opinion. In the work are also mentioned the prepared changes of Basel III concept, which will affect contemporary rules of regulation. For better orientation in this theme, there are also described the basic aspects of banking system, which are essential for the regulatory and supervisory part of this system.
The causes of the current financial crisis and their impact on the regulatory framework

The main topic of this thesis is the 2007 global financial crisis, its causes and impact on the regulation of financial sector both in Europe and the United States. Based on the described causes, its aim is to evaluate the aptness of proposed or already enacted regulatory changes in the financial sector. The first part of this paper deals with the chain of events and trends leading to the outbreak of the mortgage crisis in the US and its subsequent spillover into the rest of the financial sector. The second part focuses on naming the main causes of this development and analyzing them. The final part of this thesis follows the reactions of national and supranational regulatory bodies in Europe and the US, assigns the individual measures to the causes they are supposed to solve, and compares the approaches in the frame of the Euro-Atlantic space.
Analysis of the current situation in international banking regulation and its outlook for the future - from the Basel I Basel III

The aim of the diploma thesis is to analyze the evolution of banking regulation from the turn of the 19th and 20th century with regard to the introduction of global standards of regulation and supervision. Great emphasis was placed on the status and functionality of the current regulation and also on its future shape as Basel III rules. In the theoretical part Basel I and Basel II projects are presented. The first of these is the concept from 1987 (Basel I) with the emphasis on greater stability and reliability of the international banking system. Basel I, however, represented a very simple and straightforward form of regulation, where the only monitored standard is bank's credit exposure. The amendment to Basel I and primarily Basel II, introduced a pillar regulation structure, which is still valid and provides national regulator a sufficient power to carry out its activities. The second, practical part of the thesis is devoted to current development and problems of banking regulation. This part introducing Basel III represents not only the key point of the gradual increase in the amount of regulatory capital until 2019, but also the introduction of uniform standards for measuring liquidity and strengthening the supervisory powers.
Regulatory changes in response to the financial crisis in the US

The main topic of this diploma thesis is a response of the American administration and its legislation to the financial crisis which took place between the years 2007 and 2009 and the resulting changes in the financial markets regulatory rules in the United States. The aim of the thesis is to analyze specific individual sections of the well-known Dodd-Frank Dodd-Frank Wall Street Reform and Consumer Protection Act and its impacts on the banking sector in the US. The first part of the thesis deals with the analysis of main causes of the so-called mortgage financial crisis of the first decade of the 21th century. Numerical evidence shows the impacts into the real economy and channels through which the crisis had spread into financial markets worldwide are also described. The following sections contain in-depth description and analysis of changes in regulatory legislation and rules governing the US banking and other financial institutions.
The Effects of the financial crisis on bank regulation system

The theme of this thesis is the financial sector regulators' response to the recent financial crisis. The aim of the thesis is to evaluate new approaches to financial sector regulation and to answer the question whether financial regulators could learn from their past experience. The introductory section is devoted to a brief study of the reasons for the crisis and mistakes on the part of regulation and supervision. The analytical part deals with the analysis of the most significant changes in the regulation of the financial sector, which were a reaction to the financial crisis: the reform of supervision in the European Union, especially the new architecture of the supervisory and management approaches used for banks in crisis, changes of CRD and the taxation of financial institutions.
