The Establishment and Development of Asylum Policies in East Central Europe
Hoffstädt, Jord Malte ; Vykoukal, Jiří (advisor) ; Najšlová, Lucia (referee)
In the light of the current refugee crisis in the European Union, and the remarkably critical stance the East Central European states are taking in Brussels, this research contributes to a broader understanding of the Czech Republic, Slovakia, Hungary and Poland's policies towards refugees. By scrutinizing the process of developing refugee policies during the 1990s and 2000s, the research will demonstrate that the countries united in the V4 platform in their first years of transition generously contributed to international refugee protection. Steep increase of asylum applicants and negotiation talks with the EU in the late 1990s brought various changes to the refugee policies in the region, marked by more closely defining and the enhancing of asylum seekers' and recognized refugees' rights, but also by lower refugee recognition rates. Accession to the European Union ultimately resulted in more complete and comprehensive asylum policies in line with the Common European Asylum System (CEAS). However, the V4 states maintained rather restrictive interpretations of the European policy, explained by the pressure the CEAS places on the states at the EU's external border and lower economic capacity to accommodate large numbers of refugees. Recent developments are mostly the result of political exploitation...

Kierczak, Natalia ; Romancov, Michael (advisor) ; Binhack, Petr (referee)
The thesis researches whether in the Visegrad Group there is growing importance and securitization of energy security and military security leading to further cooperation based on recent crises. The thesis also researches whether Russia is perceived as a threat. This is done through content analysis of national security strategies, energy security strategies and military or defence strategies, as well as discourse analysis of official statements presented by ministries and governments of the Visegrad Group states. In the text, also materials published by the Visegrad Group as a whole are analysed. The discourse analysis in case of the states is focused on moments of crises. In energy security field, three crises were chosen: gas crises of 2006 and 2009, as well as oil crisis of 2008. In the chapter about military security, two events were chosen- conflict in Georgia in 2008 and military exercises in 2009. As it is presented, cooperation in energy security is already taking place and cooperation in military affairs in form of battlegroup is planned. Especially in energy security, a link between recent crises, their securitization and cooperation might be seen based on the research.

The comparison of pension systems in the Visegrád Group focused on the Czech Republic
Hlavová, Kristýna ; Ježek, Tomáš (advisor) ; Damborský, Milan (referee)
Visegrád countries were forced to adopt a widespread pension reform due to demographic facts. This reform led to the creation of the 2nd pillar. This thesis deals with this new funded pillar, which should facilitate the financing of the PAYG system (1st pillar). Using comparative analysis I reveal why all of Visegrád countries reduce 2nd pillar after several years of its functioning. The most common reason for this reducing was an effort to improve the unsatisfactory situation of public finances. The abolition of 2nd pillar actually leads to a certain improvement of public debt and deficit, but this positive effect is only short-term. More specifically I focus on the arguments of the Government for the abolition of the funded pillar in the Czech Republic, which I consider largely baseless. I also discuss the possible impacts of the reducing of the 2nd pillar. Currently, the countries of V4 try to save their pension systems using the 3rd pillars, however the current form of this supplementary pillar cannot provide a sufficient financing of the PAYG system.
