Ekonomická efektivita péče o životní prostředí

Problém hodnocení ekonomické efektivnosti veřejných výdajů není dosud komplexně vyřešen v ekonomické teorii a jeho aplikace trpí různorodostí v přístupu. to se projevuje mimo jiné tím, že jak ex-ante tak ex-post evaluace nejsou v žádném případě samozřejmostí, není k dispozici jednotná metodika nebo algoritmy pro její provádění u veřejných projektů a veřejných programů včetně environmentálních. Finanční dopady opatření v oblasti životního prostředí jsou vždy specifické z hlediska zdrojů financování, tj. finanční prostředky z veřejných zdrojů, zahraničních i soukromých zdrojů. Hodnocení efektivnosti realizovaných opatření se provádí na základě komparativních metod porovnáním vynaložených finančních prostředků a dosažených přínosů. V oblasti životního prostředí se porovnávají náklady vynaložené na zlepšení životního prostředí s dosaženými environmentálními efekty (např. snížení emisí dané škodliviny do ovzduší, do vody, do půdy). Efektivita opatření realizovaných v oblasti životního prostředí je nejpodrobněji sledována v rámci Státního fondu životního prostředí ČR, který je ze zákona vybaven jak nástroji, tak i finančními prostředky. Rešerše bibliografických publikací je pokusem o zmapování situace v dané problematice.

Cílem je vyhodnotit ekonomickou efektivitu současného systému péče o životní prostředí v České republice a v Evropské unii. Projekt nejprve navrhne metodiku hodnocení efektivity péče o životní prostředí a následně ji vyhodnotí. Projekt bude zaměřen na Státní fond životního prostředí a oblast sankcí za znečišťování životního prostředí. V roce 2004 byly vypracovány rešerše péče o životní prostředí v České republice a v zahraničí a byla započata práce na metodice stanovení nákladů na životní prostředí a na metodice stanovení ceny životního prostředí.
Conflict prevention with an emphasis on the UN

The objective of this thesis is to acquaint the reader with the ways in which the UN prevents conflicts, who the actors in conflict prevention within the Organization are and how the Member states participate in and are concerned about the preventive activities of the Organization. Furthermore, it should identify the causes of success or failure of preventive actions. The thesis in its first part deals with the theory of conflicts in international relations and theory of their prevention, especially with preventive diplomacy and its tools. The second part presents the theory of conflict prevention from the UN perspective and indicates its actors, their roles and possibilities. The last chapter shows real UN action on several successful and unsuccessful examples of preventive diplomacy, peacemaking, peacekeeping and preventive deployment. Individual examples are evaluated on the basis of attained theoretical knowledge.
How to motivate primary school children to think and act in an environmental way

The contents of the Thesis feature a survey of contemporary international attitude to environmental development and its effect on the educational trends in the Czech republic. Also, the short-term eco-educational project intended for primary school children is included here in the Thesis. The aim of the project is to arouse environmental awareness of children and excite their interest in this matter, which is considered to be the first essential step towards the sustainable development.
The Analysis of the Conflicts in Sudan and the Influence of External Actors on their Development

This diploma thesis deals with the issue of the main conflicts in the Republic of Sudan. In the first part the author describes the historical development of Sudan with focus on the period from 1956 till today. The main attention in this section is devoted to the political and economical development as well as to foreign policy. The second part concentrates on the conflict between the northern and the southern part of the country. The author analyses the ethnical and religious background, the development of the civil war and the principles of the 2005 peace agreement with the view to the future of the separated states. Then, the author describes in detail the issue of the rebellion in the western province of Darfur, tries to elaborate on the reasons for the rebellion, the influence of foreign countries and the current state of negotiations between the Government of Sudan and the rebels from Darfur.The third part focuses on the foreign policy of The United States of America, the European Union, China and Egypt. The author selected these countries as having the major impact on the development of Sudan and the both conflicts. Last chapter of the thesis looks at the challenges that Sudan and South Sudan will have to face in the near future. Finally, the author elaborates on the impact of these issues on international policy and the space for possible external policies in Sudan and Southern Sudan.
Cyprus dispute - current challenges

Master's diploma thesis Cyprus dispute -- current challenges deals with the current political situation in Cyprus and bi-communal talks between divided Greek Cypriot and Turkish Cypriot entity living on the island. Negotiations are conducted under the auspices of external actors, and under the influence of the parties interested in the conflict, and the primary responsibility has been assumed by the political representation of the Republic of Cyprus and TRNC. Thesis introduces alternatives of the conflict settlement, perspectives of the potential development of events in the unification process and their possible impacts on the Cypriot environment. It presents the most signifiant plans of the international community on the political settlement of the island and reaching the agreement in the chronological order from the end of the World War Two up to the current solutions based on the actual tendencies of development. These suggestions have been conceived on the basis of the international political context and intra-political situation in Cyprus in the time period of anti-colonial struggle leading to the establishment of the Republic of Cyprus, Constitution collapse, outbreak of violence, Turkish invasion, declaration of independence of the Turkish Republic of the Northern Cyprus, accession of the Republic of Cyprus to the EU up to the presence.
The civil war in Somalia

The level of living in many states in Africa is below-average, when compared to the European standard. One of the main challenges of the UN is peacemaking and peacekeeping in an international community. The UN tries to reach the point by using various means. In case of Sub-Saharan Africa, therefore Somalia too, exerts the UN an influence by force of peacekeeping missions and indirectly by means of specialized agencies of the UN. The aspiration of this bachelor thesis is to assess the effects of the UN and the specialized agencies of the UN on the conflict solution and on the level of living of the people living in Somalia. Somalis suffer from malnutrition, dehydration and mortal diseases by reason of a civil war that has lasted for more than two decades. High rate of illiteracy also reduces prospects for well-paid job and thus the ability to make livelihood. The UN tries to handle the situation inter alia by security reasons. By ensuring primary human needs would be created social harmony and reduced crime that could be a potential threat to the international community.

American Foreign Policy in a period of Madeleine Korbel Albright

It asks two questions - what was the position of MKA within Clinton's administrations and what was the impact of her live experiences on her attitudes in international relations. It is diveded in three parts - the first one is about the actors of american foreign policy, the prezident, Department of State and NSC, the second part is about the experiences of MKA and the last one is about her acting in american foreign policy.
Present state and perspectives of fulfilling Millennium Development Goals in Africa

The objective of this bachelor thesis is to evaluate the Millenium Development Goals project -- its procedures and up to now effects. I would like to try to find out if it is truth that activities of UN within this project have no results, eventually I would try to identify a problem and suggest possible solutions. The evaluation of this project is reduced to two of the total number of eight goals and to the region of Sub-Saharan Africa. First part of this work describes a subject-matter and a purpose of this project. It is concerned with theme poverty and with a historical background of rise of problems with poverty in Sub-Saharan countries. Then there are described methods which UN uses for monitoring of reaching the defined goals. Ways of financing an assistance for developing countries are also described. Second part of the work is aimed at the first goal of the project which is: eradicate extreme poverty and hunger. This part begins with adumbration of possible ways and methods of measuring and identifying poverty. Afterwards there is described and evaluated a state and a progress of fulfilling this goal. Perspectives of future progress are also adumbrated. Third part is concerned with the sixth goal of the evaluated project: combat HIV/AIDS, malaria and other diseases. After an introduction to the issue, there is also considered a state and a progress of reaching the goal and a possible future progress is presented.
