Municipal housing policy

The topic of the thesis is municipal housing policy. It is divided into three parts – two theoretical, one practical. The first theoretical part explains general characteristics of the housing policy, describes the role of the state and the goals in general. The second theoretical part presents the State Housing Concept from 2005, its goals, their fulfilment, current situation of the housing stock, as well as available sources of support. The practical part focuses on the housing policy of towns and cities, i.e. municipal housing policy. It shows various ways to manage municipal houses – via housekeeping companies and relevant municipal departments. An example of two existing towns shows the differences in the ways of management, budgets and division of powers.
Housing market and its financing in Zlín

This bachelor thesis is focused on the housing market (market for flats) and their financing in the city of Zlin. It is divided into two parts - theoretical and practical. The theoretical part explores basic concepts of living and state concepts of living for the next 8 years. With this is related to the additional support program from the state in the living area. The practical part deals with the housing market in city of Zlín following to the new zoning plan. In conclusion is compiled the concrete financing flat by the help of building savings loan.

Efectiveness of action of State Fund for Housing Development in the Czech republic during the last decade

State interventions into the housing market have become a common tool for supporting housing standard and for securing households' access to housing. The general part of the paper deals with the housing policy transformation where, besides the executive power, an extra-budgetary fund SFHD (State Fund for Housing Development) was established as one of the instruments used by the government to intervene in the housing market. The paper aims to analyse the SFHD's effectiveness, not only in terms of Act No. 211/2000 Coll., by which it was set up, but also in terms of the Fund's activities and coordination of the state housing subsidies implemented through the Ministry for Regional Development of the Czech Republic, and of the overall effectiveness of the Fund's functioning setting.
