State funds

This thesis is focused on financing of public goods through state funds, especially on the State Fund for Transport Infrastructure. The work consists of a general part, which is divided into three chapters focused on state funds, and special part, which is divided into two chapters focused on the State Fund for Transport Infrastructure. The first chapter of the general part at the beginning explains the terms of the budget and the budgetary system, and then presents the budgetary system of the Czech Republic. The second part deals with the term of fund management and explains setting of public funds system in the CzechRepublic. The second chapter of the general part deals with the general characteristics of state funds. At the beginning discusses the benefits of financing through state funds, then provides a brief overview of the history of state funds in the Czech Republic and at the end discusses the common characteristics and differences of the budgetary process and organizational structure of state funds. The third chapter of the general part is concerned on revenues and expenditures of state funds. The first subpart at the beginning compares the legal regulation of revenues and expenditures of state funds, then derives a typology of revenues and expenses and finally classifies legal categories...

Financial management of funds

Financial management of funds The theme of this thesis is analysis and evaluation of financial management of funds as a possible way of financing certain areas of public sector. The focus of this thesis is primarily on general conception of public funds, their legal basis, structure and characteristic. More specifically it deals with State funds in the Czech Republic and the analysis of the budget of particular fund and its income and expenses. Special attention is paid to the State Transport Infrastructure Fund. The text is structured into three main parts, which are then subdivided into chapters and subchapters. Brief definition of the theme, motivation for its selecting, main goals of the thesis and resources that have been used are mentioned in the introduction. The first part of the thesis deals with general characteristic of financial management of funds, discusses the basic concepts, definitions and structure of funds, followed by analysis of selected public funds on the state level, level of local self- governing units and on European level. The second part of the work analyses the management of State funds in the Czech Republic in detail. Nation-wide deployment of motor vehicle tax

State budget as one of the most important budgets helps to fund public goods and services in the Czech Republic. The important revenue of the state budget is from taxes. This thesis focuses on one specific kind of taxes system of motor vehicle tax. Since motor vehicle tax contributes to funding of roads and motorways maintenance and development of roads, this thesis presents theoretical estimation of potential income from the motor vehicle tax. The estimated income is related to the potential application of motor vehicle tax on all personal vehicles in the Czech Republic. This thesis contains not only a theoretical research of tax system but also a practical computation of motor vehicle tax based on statistical data from Ministry of transport. There is a survey targeted to taxation of all motor vehicles. Evaluation of the survey answers shows public opinion of asked sample of people. The survey results as well as research of existing taxation approaches in other countries was used to create a new system of motor vehicle tax that is presented in this thesis.

Analysis of revenues and expenditures of the State Fund of Transport Infrastructure

This thesis aids to provide a comprehensive overview of revenues and expenditures of the State Fund of Transport Infrastructure (SFDI) in the Czech republic between the years 2006 and 2010, and examine the systém for monitoring expenditures in this fund. First, theoretically explains the term "fund" and acquaints us with extra-budgetary funds in the Czech republic, folowed by description of the structure of SFDI and then with the theory of controlling public expenditures. Also the real types and kinds of kontrol of expenditures are discussed. Revenues and expenditures are analyzed in the detail for each year between 2006 and 2010 in the second half of this thesis.

Rozvoj cyklistické dopravy v kolínské aglomeraci

Centra měst jsou přeplněna automobily, je tedy nutné prosazovat šetrné druhy dopravy, jako je například cyklodoprava. V teoretické části je popsáno fungování veřejného sektoru, přiblížena problematika veřejných statků a veřejných zakázek. Jsou zde přiblíženy cíle Národní strategie cyklistické dopravy a nástroje BYPAD+ na podporu cyklodopravy ve městech. Dále jsou popsány vlivy a přínosy tohoto druhu alternativní dopravy a možnosti financování. Cílem diplomové práce je analýza stávajícího stavu cyklistické dopravy v Kolíně a jeho okolí, stanovení hlavních priorit a dílčích cílů strategie cyklistické dopravy a návrh vývojového programu, který by umožnil zhodnotit politiku cyklodopravy v tomto městě a přinést návrhy na zlepšení této politiky do budoucna.
